I am seeing the exact same issue (#25865) when attempting to build an Amazon AMI for Trixie in cisagov/teamserver-packer#107 and cisagov/egress-assess-packer#53.

However you can use the binary just fine.libicu76in the trixie repo..deblocally using .NET 10 prior to making the change and got the error specified in Unable to install 7.5.4 on Debian 13 (Trixie) due to unmet dependency on libicu[74|72|70|69|68|67|66|65|63|60|57|55|52] #25865; then once the change was made, rebuilt the.deband got a working install.PR Checklist
