I am not 100% sure if this issue is different from the other issues reported for clipping on windows, but I have provided a very simple repro, so maybe if it isn't new at least it may help resolve the issue.

Windows:

in comparison Android:

iOS works but Hot Restart is broken due to VS at the moment..

Steps to Reproduce

The app sometimes crashes on Windows, which then seems to be the issue that was already reported by others.
To ensure the app does not crash, you can make use of Hot Reload to display the incorrect clipping.
Or otherwise you try to start the app until it doesn't crash, which may take a lot of attempts.

1. remove this part from the page:

                <Image.Clip>
                    <EllipseGeometry RadiusX="200"
                                     RadiusY="200"
                                     Center="200,200" />

                </Image.Clip>

2. Run the app with Hot Reload enabled on Windows
3. Paste back the removed Image clipping while the app is running

you can see the incorectly clipped image.
