Problem: The production workflow isn't triggering CI

Solution: Add workflow_dispatch support to CI for production releases

Enables direct triggering of production releases from the CI workflow without needing a separate production-release.yml wrapper.

Changes:

• Add workflow_dispatch trigger with production release inputs
• Add create-tag-and-release job for tag creation
• Update vars job to depend on tag creation
• Unify input parameters between workflow_dispatch and workflow_call
