Provide iOS stub for strip #135968

Proposal:
CPython provides wrappers for clang, clang++, cpp and ar. These wrappers provide "single word binaries" for tools that are commonly discovered by C builds systems.
Another tool that is commonly needed is strip.
xcrun can satisfy a strip lookup; we should provide a stub for strip as well.
