This commit adds the ability to define keyed hook parts for the hook Schedulers.onHandleError. The existing API now defines an "anonymous part", allowing to call the API without a specific key while still preserving parts that were set with their own keys. A mean of resetting only a specific part is also introduced. Fixes #3038.
