6.5 The core staff is expected to include:

Team Leader holding a B.Sc. equivalent or higher in the field of Electrical


Engineering with at least 15 years experience (At least 10 years of which
should have been in the design, installation and commissioning of
Transmission, Substation and power system communications, and at least 5
years in management of projects in the same field).

Civil Engineer, holding at least a B.Sc. degree in Civil Engineering and


having at least 10 years of experience in Civil works design.

Substations Expert, holding at least a B.Sc. degree in electrical Engineering


and having at least 10 years of experience in design of Substations .

Transmission Line Expert with at least a B.Sc. degree in electrical


engineering and 10 years experience in transmission, distribution system
design and operation.

Telecommunication Expert holding at least a degree in Electronics


/Telecommunication with at least 10 years experience in power system
communications, data communication, microwave and fibre optic system will
be needed.

Other experts (Protection, Electro-mechanical, etc.) as may be necessary for


completion of the works should demonstrate experience in fields of
specialization.

7.0 Detailed Description of the Proposed Technical Approach Keyed to the Scope of
Work
Consultant must demonstrate how they expect to effectively bring their disciplines, functional skills, and experience to
bear on the Assignment. They will need to pay close attention to the Scope of Work and most importantly, they must
articulate the works for coordinating, managing, and integrating the overall involved technical staff inputs. The
proposal shall:
-

Describe both the procedures and the approach that will be followed to fulfill the technical
requirements of the Assignment.
In regard to establishment of project activities at different locations of Transmission and Substations
the consultant shall describe how the project supervision activities will be covered by the project
team.
Present any comments or suggestions which would improve the accomplishment of objectives.

8.0 Improvement of Terms of Reference


The Consultant may offer suggestions and improvements in the Terms of
Reference that they consider they could result in better implementation of the
Project. Such proposals if accepted will form part of the Terms of Reference of the
assignment. The effect on time and cost estimates given under the above clause
shall be clearly identified.
