Funding Formula Updated, School Districts Expect Additional Funds This Year
For many years, California school districts received a specific amount of money from the state based on how many students were in attendance. The Base Revenue Limit would allocate a certain amount of money per student based on a formula, but it didnt consider varying student needs. Additionally, districts received monies from over 40 Categorical Funds designated for very specific programs. This past spring Governor Brown and the legislature reconfigured school district funding. They recognized certain districts have harder-to-educate students and need extra funds. The new configuration is the Local Control Funding Formula, or LCFF. All districts will receive a base amount of money established by student enrollment, but districts will also receive Supplemental Grants for students who receive free and reduced lunch, English Learners, and foster children. Districts that have large populations of these high-need students will receive additional funding in the form of Concentration Grants. Dozens of Categorical programs that were in the old funding model are gone. This allows districts more flexibility to spend the money in the way they see fit. The state expects districts to partner with stakeholders to develop a Local Control Accountability Plan, or LCAP. The LCAP is an annual plan in which districts must indicate how they will spend LCFF funds to improve the education of their students. The first plan is due this March. Districts are required to seek input from school employees, parents, and community members. PEA representatives will work with district leaders as well as with other employee groups, parent advisory groups, and school board members to create a spending plan that reflects the needs of our students. By passing Prop 30 last November we helped solidify education funding in our state. Over the next several years districts should receive payments on deferrals, or money owed from the state due to withholding full funding in previous years, which will improve the financial situation in our district. The district is slated to receive more money this year and each of the next 7 years. The LCFF is targeted to add $2.1 billion in education funding state-wide for the 2013-14 school year. School Districts Receive Common Core Funding
The district is also receiving $2.1 million this year for implementation of the Common Core State Standards. Some funds have already been designated for tech upgrades so all schools can test online. Additionally, money can be spent for teacher training, collaboration and planning, materials, and other related items. The district has already received most of this money and PEA has been in negotiations with district leadership on how this money should be allocated to assist teachers with the transition to Common Core. The Association proposal included a joint CCSS Committee comprised of members from all levels that would make recommendations for spending and implementation. We are awaiting the districts counterproposal. The next small-session bargaining date is scheduled for September 26th.
