Course Description:
This course covers current challenges faced by the U.S. health care delivery system and how health
policy, both historically and today, has sought to address these challenges. This system is compared with
those of other nations to highlight its relative strengths and weaknesses. We will consider health care
concerns associated with population and public health, including how the behavior of individuals and
groups influences health. Risk factors associated with vulnerable populations are identified and
discussed. We will also explore the logistics of the health care system, including how it is organized,
who makes up the workforce, how health care is financed, the costs and value of health care, how it is
managed, and the role of information technology in this sector. Finally, we will take a look at the future
of health care delivery in the U.S. and of health care policy.
Course Objectives:
1. Identify and discuss key issues facing the U.S. health care system.
2. Compare the U.S. health care system with those of other nations and describe similarities and
differences.
3. Define and discuss the significance of population health and public health in the United States.
4. Discuss the current makeup of the health care workforce, the challenges posed by shortages in
certain professions, and how these shortages are being addressed.
5. Explain how health care is financed in the United States, what costs are involved, and how the
concepts of value and quality influence health care delivery.
6. Discuss key drivers of change in the health care system and the likely impact these will have on
providers, employers, insurers, public policymakers, and consumers.

Discussion 4 will focus on the current makeup of the health care workforce, the challenges posed by
shortages in certain professions, and how these shortages are being addressed. Most health care in the
United States is delivered in traditional setting such as hospitals, physician organizations, and long-term
care organizations. As access is becoming more readily available, the demand for care is increasing as
physician shortages is also increasing.
1. With the increase in number of non-physician providers, discuss how it may affect cost, quality and
access to care in the U.S. health care system.
2. Discuss the possibility of changes to scope of practice regulations and how it could help to abate
health worker shortages.
3. Support you argument with peer review articles not older than 5 years old.

Project #1: PowerPoint presentation on the role of federal government in health care. Due 2/3/20
Research the topic of the role of the U.S. federal government in health care, finding and reading at least
five reputable sources (newspapers, magazines, journals, books, or websites).
1. Based on your research, prepare a written argument supporting what you believe the role of
government should be in the health care system.
2. Should government play a key role in aiding the uninsured or should market forces reign
supreme?
3. How should government finance its efforts to aid the uninsured?
4. Cite the five (or more) sources you found, include at least three major points in support of your
position, and be prepared to speak for about 5 minutes as part of a class debate on the topic.
Project #2: PowerPoint presentation giving an overview of the health care system of another nation. Due

Select a nation from a list provided by your instructor (or your instructor may assign you one) and
research its health care system. Prepare a PowerPoint presentation that includes 15 to 20 slides and
present it to the class on the date assigned by your instructor. You must include the following
information in your presentation:
History of the health care system, including changes and recent developments
Type of health care system currently in place (roles of government, private sector, providers)
Major features of the current system
Current population of the nation
Total expenditure on health care each year (in the nation’s monetary unit, in U.S. dollars, and as
a percentage of gross domestic product)
Expenditure on health care per capita
World Health Organization rankings in major indices of health (infant mortality, life expectancy,
etc.)
Strengths and weaknesses of the system compared with those of other nations
Popularity of system among citizens
Project #3: Interview with a health care system stakeholder. Due 3/29/20
Identify a significant stakeholder in the U.S. health care system, contact him or her, and arrange and
conduct an interview (in person, over the phone, or by email). This stakeholder may be a hospital
administrator, a physician, a nurse, a health insurance executive, a politician, a human resources
manager at a company, or a consumer with significant knowledge of or experience with the health care
system. (Note: your instructor may assign you a stakeholder type.) During the interview, pose the
following questions (you may ask additional questions, as you have time):
What are the major problems with the U.S. health care system today, from your perspective?
How effective has the Affordable Care Act been in addressing these problems so far?
What major trends do you see occurring in the health care system in the next 5 to 10 years?
What changes would you like to see in the system, and how could they be brought about?

Drawing on all that you have learned in the course thus far, design your health care system for the
United States. Be creative! Feel free to make your system as similar to or different from the current
system as you would like. Model the system after that of another nation, if you’d like, or design one that
is completely original. Include the following elements in your design:

Attendance
Students must comply with the attendance policy of the University outlined in the CDU Catalog and also
provided in each course syllabus. Attendance in all nursing courses is conducive to the learning
experience of each student. The learning that results from the interaction and sharing with other
students is an important and integrative aspect of the learning process. Therefore, attendance at all
classes is expected. MMDSON policy states that attendance is required for at least 90% of all clinical
and theory courses; if attendance falls below 90%, the course grade may be lowered one course grade
for every class session missed. It is expected that students will arrive on time for class. Absence from
clinical for more than one session must be made up and could result in clinical failure, thus a failure
in the class. All absences must be made up with course/clinical instructor’s guidance.
All clinical absences are required to be made up in the Clinical Setting or via simulation. Excessive
absence from clinical sessions may result in the inability to meet course objectives and failure of the
course. Absenteeism from a clinical day that is due to unavoidable and serious reason is acceptable. In
such circumstances, the student must advise his/her instructor immediately and make arrangements to
complete course requirements.
Absences must be reported to the instructor prior to the scheduled class clinical/lab/simulation time.
Students are responsible for making up any skills lab and clinical/simulation lab hours before the next
scheduled skills lab or clinical rotation. If the time missed is longer than 2 weeks (for example, 10% of
the required clinical experience), the student will be required to repeat the course. Students who must
repeat a course will not be allowed to progress with the cohort. Students can only fail one course in the
program.
Tardiness
Regular class/clinical attendance is a student obligation and the student is responsible for all the work
including test and written work of all class meetings. No right or privilege exists that permits a student
to be late from any given class meetings except instructor excused absences (illness, family
emergencies). If you must enter late, do so quietly and do not disrupt the class.
Students arriving late for an examination, quiz, or other activity may be denied admission to class at the
instructor’s option until after the activity is over.
Examination Policy
Students are strongly advised to attend all classes. Students who are absent from a regularly scheduled
examination will receive a grade of “0” zero as their examination grade. To avoid a zero students must
notify the faculty member administering the examination or course coordinator of the absence within 24
hours prior to the scheduled examination. Only urgent occurrences (i.e. Death in the immediate family
or illness of the student) will be accepted as a reason for absence. Make up exams will be administered
with proof of the urgency (i.e. Signed note from the treating practitioner), and at the discretion of the
faculty. Final examinations are administered according to the established schedule; changes are
permitted at the discretion of teaching faculty.
Grading
To pass each nursing course, MSN students must obtain a cumulative grade of 80% (B) for courses and
RN-BSN students must obtain a cumulative grade of 76% (C+) (Please see chart below). However, in
all graduate nursing tracks, an overall grade point average of “B” or better is required to progress in the
program. Students must pass the assigned “pass/fail” components of each course and must complete all
clinical hours where required. Grading criteria per School of Nursing standards is listed below:

B+ 86-89% = 3.33
B 80-85% = 3.00

Academic Integrity
Expectation: Both the SON and the university expect academic integrity in all projects, papers,
examinations, etc.
Definitions: Academic Integrity: The maintenance of academic integrity and quality education is the
responsibility of each student at Charles Drew University. Cheating or plagiarism in connection with an
academic program is an offense for which a student will be expelled, suspended, or given another
disciplinary action.
Academic dishonesty diminishes the quality of scholarship and defrauds those who depend upon the

A. Students completing any examination should assume that external assistance (e.g. books,

assignment plus permanent probation for all students(s) involved.

be treated as a judicial action, following the Student Codes of Conduct in the Student Handbook.
