II. Background/Situation Analysis
Education is a collaborative process. It is a collaboration of all the agents of education such
as the learners, teachers, school administration, and most importantly by the parents. Without the
help of such, learning will evidently be impossible.
In connection with this, one aspect of learning that is very important to every learner is the
value of reading. This is one of the macro skills that a pupil or a learner should master.
However, the given situation makes it more difficult for everyone especially with our
learners and parents to go to school and have this process learned from their teachers. Truly
enough we cannot deny that it is very important that this aspect should be taught and enhanced to
the children especially to our struggling readers.
One of the schools that has this problem is Maligaya Elementary School. As one of the most
populous elementary schools in Novaliches area, Maligaya Elementary School has this problem
with the pupils who belong to the NR (Non-Readers) and frustration category as resulted from
the SCHOOL-BASED READING PROGRAM for this year.
Maligaya Elementary School had conducted a series of assessment to ascertain if pupil’s
comprehension level suit to their grade level based on the results had been found out that have
low reading levels. Aside with this, the challenge of this current pandemic makes it difficult for
everyone to adjust and cope up with the needed reading activity program that may suit up the
pupils who belong to the non-reader bracket.
With all of these facts, the School Administration together with its teachers thought of having
this Basket Mini Library Program simply to address the issue of reading literacy to our pupils
with the help of our stakeholders most likely of our parents especially during this time of
pandemic.
III. Rationale
Maligaya Elementary School had conducted a School-Based Reading Assessment Program to
ensure the reading capability of their pupils. With this program, the findings showed that there
are more struggling readers in Grades 1-3; but lesser of these in Grades 4-6. With this kind of
realities and with present situation brought about by this pandemic, teachers, school heads
together with the parents and other stakeholders had conceptualized this Basket Mini Library
Program.
The program aims to bring the books and other reading materials closer to the readers especially
to the struggling ones. With the coordination of the barangay in which every learner is situated
and with the efforts of the parents, readers will still be able to have these reading materials and
which later on will be assessed by their respective teachers.
IV. PROJECT OBJECTIVES
The Basket Mini Library program aims to mobilize the parents (mothers) who are
actually home-based parents for a moment because of the current pandemic, meaning, parents
who are with their children from the first hour up to the last hour of their studies, to help the
school in addressing the issue of reading literacy and teaching pupils basic reading skills that
eventually will turn the pupil to be an independent reader.
V. TARGET PARTICIPANTS/BENEFICIARIES
The beneficiaries of the project are the pupils who are diagnosed frustration in Grade 1
text level Filipino (Grades3 to 6) and Grade 2 text level English ( Grades 4 to 6 )in Maligaya
Elementary School.

VI. OBJECTIVES/AIMS
a. Enhance the reading literacy of pupils especially during this of pandemic.
b. Improve the level of comprehension and to accelerate the performance of pupils across
all subjects areas by improving their reading skills.
c. Develop or engage students the importance of reading and its benefits.
VII. Description of the Project
The proponents came up with this project based on the needs of the school and the pupils
most especially those who are diagnosed frustration in Grade 1 text level Filipino (Grades 3 to
6) and Grade 2 text level English (Grades 4 to 6) The project is a remedial program for these
frustration readers.
This project will be implemented within the communities where the learners are situated.
With the help of the Community Barangay Council where the reading paraphernalia will be
posted, the learners’ parents will now be the one to get the assigned reading materials to their
children.
The parents will also be the one to guide their children in reading with the aid of the
assessment method that will be provided by the teachers. After a span of time (maybe a week),
the parents will now return the learners to the barangay post in time when the teachers will now
collect then.
The effectivity of the project will be determined by the post test results to be conducted on

VIII. PROJECT HYPOTHESIS
The conduct of the project will actually address the alarming numbers of frustration in
Grade 1 text level Filipino (Grades3 to 6) and Grade 2 text level English (Grades 4 to 6) in
Maligaya Elementary School. This project lessens the number of pupils who belong in such
particular level. Pupils are now able to read properly with the correct recognition of the
phonemic sounds and most especially in terms of their comprehension level. They are now
able to understand what they are reading.

Description of the Project
The proponents came up with this project based on the needs of the school and the pupils most
especially with those who are in the non-reader and frustration bracket. The project is a
collaboration of the school with the parents, most likely with the mothers who will serve as
parent-teacher/tutor to the pupils.
