Strategic communication is incorporated into development programs as


part of development communication. The effectiveness of development projects
can be increased by the use of strategic communication, a potent tool. Not
merely information transmission, education, or awareness-raising are its goals;
behavior change is as well. And according to Quebral, who first used the term
"development communication" in 1972, the discipline is "the art and science of
human communication applied to the swift transformation of a country and the
mass of its people from poverty to a dynamic state of economic growth that
makes possible greater social equality and the larger fulfilment of human

The discourse was not merely about informing or educating people to


embrace new attitudes, knowledge, practices, or technology, as this idea

growth of nations. Development communication is the use of a variety of
