3. DAHILAN O BATAYAN NG PROYEKTO (RATIONALE)


The Banahao Women's Association is a women-led organization located in Barangay Banahao, Lianga, Surigao
del Sur. The organization has 80 members, a diverse group of women from the "Kamayo," "Bisaya," and
"Lumad" communities, showcasing the richness of cultural backgrounds within the organization.

In 2020, at the height of the pandemic, a notable surge of early pregnancies was observed based on the data
gathered by the Barangay Health Worker (BHW). Some of these documented causes are (1) lack of
information on sexual and reproductive health and rights; (2) family problems; (3) sexual violence; (4) lack of
tailored fit support for the youth; and (5) influence on social media. As the pandemic has mellowed,

At present, as the pandemic has mellowed, Barangay Banahao is became a tourist attraction for its stunning
beaches and vibrant party. Late night parties occurs, and over night activities are held that mostly attracted
the youth. These parties and over night activities are most likely involving drinking and become opportunities
for sexual activities to occur. Even if the barangay has already imposed curfew hours but this is not effective
as overnight activities are not monitored properly. Hence The organization has discerned a correlation
between these social activities and the increasing incidence of early pregnancies, not only within Banahao
but also extending to the broader municipality of Lianga.

The organization plans to step in with awareness efforts and specific actions to encourage responsible
behavior and decrease early pregnancies in Banahao and Lianga.

Banahao Women Association looks into helping decrease the incidence of teen-age pregnancies through a
school-based approach advocacy, in particular with the R. Moreno Integrated School and with Beach Resort

owners in partnership with the barangay.

The school-based approach is seen as an effective mechanism to educate young individuals about the
detrimental effects of early sexual relationships and how it can impact their academic pursuits. This strategy
aligns with the organization's dedication to fostering a more informed and empowered youth, contributing to
a healthier and more resilient community. This will also foster a clear partnership with the Department of
Education.

The Beach resort owners advocacy sessions aims at having a session with the management and staff
emphasizing their role in preventing early pregnancies within the barangay and the municipality. Measure in
monitoring youth activities and also fostering a responsible and safe environment within their
establishments, promoting awareness campaigns on reproductive health, and collaborating with local
initiatives aimed at mitigating the factors leading to early pregnancies.

The goal is to build a collaborative partnership between the organization and resort owners, fostering a
shared commitment to the overall welfare of the community and ensuring that these recreational spaces
contribute positively to the prevention of early pregnancies.

Also, the organization is set to conduct advocacy sessions with the barangay barangay, enlightening them
about their role as peacekeeper and the role of the implementation of curfew policy in the barangay.
Certainly, with these efforts, there is a hopeful prospect of curbing the rise in early pregnancies within both
the barangay and municipality of Lianga.

Before initiating the advocacy campaign, the women's organization will first undergo a comprehensive
trainers' training program. This preparatory phase aims to equip members with the necessary knowledge,
skills, and tools essential for effective advocacy. The goal is to ensure that the organization is well-prepared
and capable of delivering impactful messages and interventions during the advocacy campaign.

The organization has taken the initial steps by collaborating with the Department of Education and the newly
appointed barangay administration officials to discuss and elaborate on the organization's plans. This
engagement served the dual purpose of garnering support and soliciting recommendations and suggestions
for the upcoming initiatives. In the subsequent phases, the organization is poised to extend its collaboration
to beach resort owners in the barangay, Municipal Health Office, Municipal Disaster Risk Reduction
Management office and Municipal Social Welfare Development Office.

4. MGA LAYUNIN
4.1 General Objective:
 Awareness raising on the protection of teenagers from their vulnerability to early pregnancies in Barangay
Banahao and the municipality of Lianga with strong partnership of key statkeholders in the municipality.

4.2 Specific Objective:


 Provide a comprehensive advocacy awareness campaign to students on the impact of early pregnancy to the
health and well being of the youth
 Advocate for a strong Sex Education module for the schools
 Conduct awareness sessions for the Barangay tanod, Resort owners and employees emphasizing the role of
each member as a peacekeeper and the impact of curfew policies on community well-being.
 Establish clear support mechanisms for the affected youth
 Establish collaborative partnerships with the Department of Education, barangay administration, and beach
resort owners to create a unified front against early pregnancies.

5. MGA MUNGKAHING GAWAIN AT RESULTA


5.1 Activities
 Activity 1: Organizational meeting to present the approved project proposal and for planning as well in
preparation for the conduct of the advocacy awareness..
 Activity 2: The organization will visit all the resort owners within the barangay to inform about the
advocacy and for engagement and collaboration as well
 Activity 3: Coordinate with MDRRM, MSWD and RHU Lianga to prepare for the Trainers Training and
Advocacy Awareness. Discuss interventions and mechanisms for collaboration.
 Activity 4: Courtesy Call with the local barangay government of Banahaoto to present the organization's
plan and seek support and participation from the barangay.
 Activity 5: Trainers Training for the women's organization.
 Activity 6: Organization Meeting for final preparation for the conduct of advocacy.
 Activity 7: Advocacy Campaign on early pregnancy.
5.2 Outputs
 Articulated consciousness by the students on the impact of early pregnancies at a young age.
 Children learned the importance of healthy relationships and self-value with the guidance of their
parents.
 Empowered tanods by enhancing their understanding of their role and the significance of implementing
curfew policies to curb the rising incidence of teenage pregnancies in both the barangay and

municipality.
 Fostered engagement and forged partnerships with the Municipal Local Government Unit, the
Department of Education, and resort owners to collectively address the issue at hand.
 Expanded the awareness of resort owners regarding their responsibilities as business owners in
preventing the surge of teenage pregnancies in both the barangay and municipality.
 Policy drafted by the Barangay on the protection of the youth

 The organization will establish a Monitoring Team responsible for overseeing various initiatives.
 The Monitoring Team will undergo comprehensive training in Monitoring, Evaluation, and Reporting.
 The organization will conduct monitoring activities focused on teenage pregnancy cases within the barangay.
 In the evaluation and monitoring process, both pre and post-tests will be administered to students before and
after the advocacy awareness campaign. This is intended to measure changes in participants' knowledge from
the pre-test to the post-test.
 The organization will generate detailed reports summarizing the activities, findings, and outcomes of the
awareness campaign.
 Success stories, challenges, and recommendations, if any, will be documented by the organization for insights
into future initiatives.

9. MGA SUSUNOD NA HAKBANG

 Extend the advocacy campaign to other areas in collaboration with the local government units. Regularize
community advocacy through the issuance of resolutions.
 The organization will actively participate in enforcing the barangay's curfew policy to uphold community
peace and deter the rise in teenage pregnancy cases.
 Monitor pregnancy cases in the barangay to assess the impact of the conducted advocacy and ensure its
effectiveness.
 Submit a resolution to the Barangay Council for the Protection of Children (BCPC) to integrate a child-focused
program in the community, with a particular emphasis on addressing teenage pregnancy.
 Lobby with the Sangguniang Kabataan (SK) Chairman to garner support for activities, especially those focused
on advocating against teenage pregnancy.
 Sustain engagement with resort owners, government agencies, and both the barangay and municipal local
government units to further the advocacy's reach and impact.
