1 General Information

1.1 Introduction

POWERGRID substations are situated all across the country which facilitate transfer
of power within and across the regions. The substations are vital links of EHV
transmission network operating at different voltage levels i.e. 765kV, 400kV, 220kV
and 132kV along with associated transmission lines.

The operation and monitoring of substations, which is a real time activity to be


carried out by operators strictly as per procedure and due diligence in order to
ensure the safety of the grid and availability of the transmission system. Any outage
of the transmission elements either due to faults or shutdown needs to be handled
properly and restored as soon as possible. The Operating Guidelines document for
remote operation of substation provides step by step procedure for switching of
transmission elements during normal and contingencies along with appropriate
action to be taken.

NTAMC & RTAMC Control Centres are established for centralized monitoring and
remote operation of substations. NTAMC/RTAMC have been equipped with five main
subsystems i.e. SCADA, RAS, AFAS, VMS, VOIP for better visibility of the assets and
visualization of the power system. NTAMC operation is managed by round the clock
operators and supported by maintenance team in general shift. One maintenance
engineer from the contractor is also available round the clock for attending and
rectification of any hardware and software related issues.

1.2 Objective

The objective of this document is to provide necessary guidelines for system


operators at NTAMC/RTAMC control centres (as applicable) for efficient and
effective operation and management of transmission assets through SCADA and
other software applications.

This document on “Operating guidelines” will assist the operators at NTAMC/RTAMC


for handling day to day operation and monitoring of the system to minimize
downtime of the network by expert analysis.

1.3 Revision Procedure

All subsequent revision to this document is to be approved by HoD (NTAMC).


Revision Record is to be duly filled in the revision history table and signed. This
document is to be reviewed once in a year and reissued if any changes are envisaged.

1.4 Scope

This “Operating Guidelines for NTAMC/RTAMC” applies to the remote operation of


the substations which are owned & operated by POWERGRID. Various procedures
and provisions contained herein are aligned with POWERGRID O&M practices and
use of this document is restricted to operators deployed at NTAMC/RTAMC Control
centres.

2 Overview of NTAMC/RTAMC Sub systems

2.1 Supervisory Control and Data Acquisition (SCADA) System

SCADA is the main software application at control centre which is used for remote
control & monitoring of substations. It processes real time telemetry data received
from substation RTU/BCU Gateways or SAS Gateways on IEC 60870-5-104 protocol.
The processed information can be viewed by operators using various displays on
operator console. A real time view of power system parameters is presented on single
line diagram of individual substation and various alarms and events are presented in
alarm monitoring displays. All controls and information of the substation including
auxiliary system which is available to local operators is also available at SCADA system.
Generally, three types of information are used in SCADA software for substation
operation and monitoring.
 Analog Input : Analog data representing power flows through
Transmission lines, Transformer and Reactors etc.
 Digital Input : Status of switchgears (CB, Isolators etc.)
 Digital output : Supervisory control of the substation devices

2.2 Remote Accessibility System (RAS)

RAS system provides automatic remote collection of Disturbance Records (DR file)
from Substation to NTAMC/RTAMC through Station Data Concentrator (SDC) installed
at substations. SDC handles the scheduling and polling of DR from protection relays
and whenever a new DR file is created in the relays, it is acquired and transferred to
the RAS system. DR file is further transferred by RAS system to AFAS (Automated Fault
Analysis System) for analysis. RAS system also helps to monitor communication status
of all relays (online/offline) in tree structure region-wise; substation-wise basis and
any offline relays can be easily identified for taking up with maintenance team at
NTAMC / sites to restore its communication with NTAMC RAS system. The statistics of
all the DR files received in RAS can also be seen in RAS portal.

2.3 Automated Fault Analysis System (AFAS)

AFAS application at NTAMC receives DR file from RAS system for analysis of the fault
and generation of reports and alerts obviating the need of manual analysis. As soon as
any new DR file is received from RAS system, it is validated and subsequently
processing of DR file is done by AFAS software using various algorithms and fault
reports are generated with details like type of fault, fault current, fault location and
fault angle(deg.) etc. Vaarta based alerts with fault information is also generated and
sent on mobile to concerned employee by AFAS system enabling line patrolling team
and/or substation maintenance team to rectify the defect expeditiously and restore
the system in minimum possible time. AFAS reports are further analysed by expert for
validation of the proper protection scheme operation and discrepancies, if any, are
identified for correction / improvement of protection scheme.

2.4 Visual Monitoring System (VMS)

VMS system provides real time visibility of switchyard equipment with the help of PTZ
cameras. Operators at control centre can access the cameras to verify the physical open
/ close operation of isolators after issuing of control command from SCADA. These
cameras have pan-tilt-zoom features which can be controlled by operators from
NTAMC/RTAMC to focus on the switchyard equipment. The continuous video
recording from all these cameras is done locally in NVR server and whenever required
the recorded video can be viewed by play-back feature. Pre-sets of the camera provide
easy navigation to the desired equipment. Also, map based or SLD based navigation
facility is made available for ease of operation. VMS system is also used to monitor the
maintenance activity carried out in switchyard during shutdown etc.

2.5 VOIP and Voice Logger System

All substations and control centres of POWERGRID are provided with dedicated VOIP
phone facility for telephonic communication. Operators at different control centres can
communicate with each other and also with substation maintenance team without any
dependence on 3rd party operators. Short dialling facility with structured dialling
codes relives the operators from memorizing the dialling numbers.

VOIP phones are to be used for communicating messages during system operation and
maintenance works. All phone calls through VOIP system are recorded creating an
audit trail to facilitate improvement of the system. (VOIP directory at Annexure-1)

Alternatively, mobiles and intercom telephone are also available on each operator
desk.

2.6 Data Historian, System Health Monitoring Dashboard & Reports

2.6.1 Data Historian at control Centre provides long term storage of data acquired in
SCADA system. It is a useful tool to archive all analog data, alarms and events which
can be retrieved later by operators whenever required for analysis. Data can be
visualized using graphical representation to analyse trends, rate of change, capacity
utilization, overloading of lines/ICTs for selected period etc.

2.6.2 System health monitoring bashboards provides quick and precise access of various
defect and discrepancies occurring in any substation. This tool alerts the
discrepancies of all the substation equipment like ICT, Reactor, CB, CT, CVT etc as
well as auxiliary system and prompt action taken by the operator within time for
rectification.

2.6.3 Daily and Monthly MIS reports are also generated using data historian. Various
customized asset management tools are also built up using data from data historian
for asset health indexing.

2.7 Email System

All operator consoles / workstations are provided with email facility for exchange of
emails with internal users at NTAMC/RTAMC. Email to external users from NTAMC
domain is unidirectional and it is sent through corporate email servers. Receipt of any
email is not allowed on NTAMC/RTAMC domain. A separate computer connected on
POWERGRID intranet LAN is available on each operating desk enabling operators to
exchange email with external users and also use the same for ERP related works.

2.8 Communication System

All substations integrated with NTAMC are communicating over POWERGRID


dedicated MPLS cloud which is based on optical fibre media. Substations are connected
to each control centre with dual links (Main + Protection path) with 10 Mbps
bandwidth.

2.9 URTDSM System

URTDSM (Unified Real Time Dynamic State Measurement System) application is to


provide observability of the Indian Power System in real time at Main NLDC (National
Load Dispatch Centre), Backup NLDC, RLDCs (Regional Load Dispatch Centres), Main
NTAMC (Main National Transmission Asset Management Centre) and SLDCs (State
Load Dispatch Centres) through installations of the Phasor Measurement Units (PMUs)
at the Power Plants & Substations and Phasor Data Concentrators (PDCs) at the control
centres.

The control Centres acquire the PMU measurement data of the power systems and it
is utilized for Wide Area Monitoring System (WAMS) with enhanced situational
awareness and visualization of the power system state on real time basis. This helps
for improved operational and planning efficiency of the grid.

As on date, around 1088 nos. of PMU are reporting to main NTAMC.

The PMU data of any feeder consists of analog values of voltage and current with phase
angle measurement. Also switching events of CB & protection operation is acquired
through PMU. Analog data is acquired on 25 samples per second (i.e. 40ms per sample)
resolution. PMU analog data along with Sequence of Events is used for disturbance and
tripping analysis.

2.10 ERP Overview

ERP (SAP) system is being used for asset management to access the maintenance data
of substations like preventive maintenance reports, CVT reports, Circuit Breaker
reports, trip report and daily outage report etc. Further, if any discrepancies observed
in operations, same are being reported to substations by a raising a SAP notification
from RTAMC and NTAMC. Also, SAP can be used to fetch the equipment details like
manufacturer, ratings, model, operating mechanism of CB, CT ratings, CVT ratings etc.
Application of T-Codes in SAP system are referred from ERP manual. Further, NTAMC

equipment installed at substations are uploaded in SAP against each substation for
taking PTW during data base configuration works, maintenance works and to maintain
the history of equipment.

2.11 Outage Management System – DRISHTI

NTAMC has developed the web-based dashboard for “Outage Management System”
named as DRISHTI (Daily Report Information on Shutdown & Tripping Instances). In
this dashboard, real-time entry of Outages, Tripping’s & Alarms are maintained by Shift
Executives of respective desk at NTAMC. The dashboard is accessible to all RTAMCs and
Asset Management department at corporate centre.

3 NTAMC/RTAMC Operation Philosophy

The operational philosophy defines the roles and responsibility of operators at

4 Substation Local/Remote Control Hierarchy

NTAMC control hierarchy consists of three master stations i.e. RTAMC, NTAMC &
Backup NTAMC for remote control. Substation data is reporting to all three master
stations independently, but control of the substation is possible from any one of three
master stations at a time. In addition, the control of a substation can be done locally
any time by disabling remote control at substation level using station local/remote
switch.

Clear control priorities are implemented both at substation level as well as control
centres levels in such a way that lowest enabled control level has highest priority as
shown below:

Note: Level-3 is not applicable for SAS stations without NTAMC RTU.

5 Transfer of Control authority for operation from NTAMC

5.1) Whenever due to any reason, if anyone or more Sub-stations not reporting to
RTAMC then transfer of control authority (substation-wise or complete RTAMC)
is to be done to NTAMC to carry out remote operations from NTAMC, till the
concerned stations are normalized and starts reporting at RTAMC. (Refer
Annexure 2a & 2b for control authority transfer procedure).

5.2) NTAMC will perform the role and responsibility of RTAMC on above control
transfer.

5.3) Returning back the control authority to RTAMC in case of normalization of the
system.

5.4) During schedule control transfer the details of discrepancies/abnormalities


observed should be recorded in approved format (Annexure-2b) by respective
regional desk operator at NTAMC.

6 Duties & Responsibilities of Operator

The following are the duties & responsibilities of the operator at NTAMC:

6.1 Event Recording in Log Book in “DRISHTI” Portal

Following events are to be recorded in log book of “DRISHTI” portal

1) All Outages & Tripping of POWERGRID owned elements (Integrated or Not


Integrated).
2) All Outages & Tripping of Non-POWERGRID elements existing in POWERGRID
Substations.
3) NTAMC operator shall record the tripping/outage/restoration events in DRISHTI
portal for integrated elements within 10 minutes of occurrence.
4) RTAMC shall report the outage of any element to NTAMC within 05 minutes with
details as available from site for the elements which are integrated in SCADA.

For elements which are not integrated in SCADA shall report within 10 minutes of
any incident related to outage of element. Subsequently, NTAMC shall carry out
entry on receipt of information.
5) Element outage to be reviewed in each shift and update information in DRISHTI
portal.
6) Entries of outages for different type of elements shall be done as per sections
specified in “DRISHTI”.
7) Operator should ensure that all the fields & tabs are duly filled in “DRISHTI” such
as, Category, Sub-Category, DR and AFAS receipt. Details of AFAS to be filled along
with Fault Angle(deg.).
8) All telecom outages/Docket No. are to be recorded within 10 minutes of
confirmation for offline status of substation due to connectivity (Control
document enclosed as Annexure-3).
9) Recording of persisting critical alarm. SAP Notification to be raised and mentioned
in remark column.
10)Monitoring of CT & CVT healthiness in dashboards and raise notification in
concerned regional Vaarta group, inform site for rectification and rise SAP
notification against concerned maintenance engineer.
11)Monitor data freeze/hang status and inform maintenance group for rectification
through Vaarta & phone call for exceptions.
12)All real-time alarms and events of substations are to be monitored using NTAMC
Dashboard/SCADA & if any abnormality/discrepancy found, the same to be
recorded in log book of “DRISHTI” and notification to be posted in concerned
regional Vaarta group.
13) Charging of new element/LILO of any line in the region to be added in the defects
section under “LILO works/New Element” in the said portal by operator after

taking information from respective RTAMC/site and inform the maintenance


team through defect Register for update in SCADA/Map/RAS/AFAS.

In addition to above, following are the duties of Operator-

1) During bay outages, & maintenance work, alarms generated are required to be
inhibited as per attached procedure (Annexure-4). After completion of maintenance
works, inhibited alarms have to be uninhibited by operator.

2) If frequent DR are generated due to relay testing works or for any other reason
which generate undesired DR, then in such case operator must block the processing
of DR in AFAS for particular relay. (Refer Annexure-5 for procedure of block/de-
block of DR processing).

3) SOP submitted (in standard format on DRISHTI portal) by sites need to be checked,
reviewed and approved as per the guideline’s issued by CC-AM. In case of
discrepancy, SOP to be returned to site with intimation for rectification. Standard
format for SOP is enclosed as Annexure-6.

Ensure availability of Resource Planning sheets attached with SOP for major
shutdown works as per IOM (Annexure-7).

4) SOP for works related to protection system modification such as relay settings,
configuration, firmware upgradation etc. including retrofitting, commissioning,
replacement shall be approved by operator after concurrence of CoE (P). SOP for
such kind of works shall be forwarded to CoE (P) incharge on D-3 basis.

RTAMC shall approve PTW/SFT for any relay setting change/configuration


changes/firmware upgradation with prior concurrence of CoE (P).

5) SOPs to be reviewed within 2hrs of submission by site and approval of Regional AM.

6) Real time monitoring of major shutdown activities (especially retrofitting of LBB &
Busbar protection) through Head Gear/Vaarta/VMS to ensure that work is being
done as per approved SOP.

7) In case of planned shutdown of elements, deviation from approved restoration time


beyond 30 minutes to be monitored by RTAMC and intimated to RLDC & NTAMC
along with the reason including expected restoration of the element. NTAMC shall
also monitor the timely restoration of critical and inter-regional outage of the
elements.

8) NTAMC operator shall do tripping analysis in DRISHTI portal within 2 hours of


event.

9) RTAMC/NTAMC operator should raise SAP notifications/GLPI (as applicable) in the


name of respective maintenance engineer for rectification of discrepancies/defects
observed in SCADA & its subsystems.

10)NTAMC operator is to exercise the role of RTAMC operator in case transferring


control at NTAMC on SOS basis and during scheduled contingency activity.

11)System monitoring/disaster management during cyclones & other natural


calamities and reporting the status in coordination with regions/site.

12)Element outage continuing from the previous shift to be reviewed for latest details
in each shift and information to be updated in DRISHTI portal.

13)Report information of long outage with updated details from site in daily morning
MIS report through Phone/Vaarta.

14)Monitor auto-mailing of Metro Cities & RE power maps on 2 hourly basis and
posting the same in Vaarta group.

15)Store tripping related files (DR, AFAS, SOE, Video clip) on Office 365 cloud within 2
hours of tripping.

16)All RTAMC/NTAMC shall prepare preliminary tripping analysis reports in case of


tripping resulting in the outage of elements.

17)All NTAMC/RTAMC operators shall be aware of their roles & responsibilities and
act accordingly as per CCMP document (Annexure-8) during any cyber crisis.

6.2 Handing and taking over procedure:

Shift personnel shall report at least 10 minutes prior to start of the shift and take over
the charge. Running shift shall hand over the charge to next shift after recording and
briefing all the details.

Running shift should logout from all the systems in which he has logged in and taking
over shift should login into the systems with their credentials.

Handing over & Taking Over of shift shall include the following checks which are to
be carried out in “DRISHTI” portal:

1) Recordings of the previous two shifts to be read immediately after taking over the
shift and to be declared in “DRISHTI” log book.

2) Reading of Important instructions placed in “Instruction Note” field of “DRISHTI”

b) CT Current deviation- Three times
c) CVT Voltage deviation-Three times
d) Substation data freeze-Twice
e) BCU Unhealthy-Once
f) Instruction Note (DRISHTI)-Once
g) Status of server, UPS and Battery Healthiness-Once
h) Time stamp mismatch-SOS basis
i) Critical Suspect Summary-Once
4) All outages & tripping occurred during the shift are entered in “DRISHTI” portal.
5) All NTAMC/RTAMC Sub-system applications are working, except issues which are
recorded in GE Maintenance register and in defect register of Drishti Portal.

6.3 Regular Follow up with RTAMC/Site

1) Regular follow up to be taken up with RTAMC/Site for corrective action.

2) Communication exchange on information of alarm/event with RTAMCs & Site to


be recorded in the log book.

3) SAP Notification No. to be entered in “DRISHTI” in case, it is verified that


persisting alarm/event is pending for corrective action at site.

4) GLPI ticket to be raised, if it is verified that persisting alarm/event is pending for


corrective action at Control Centre end.

5) NTAMC has to follow up with RTAMC for reason of resetting of Alarm/Event &
record the same.

6) Refer Technical circular 04/2017 dated 22.06.2017 (Annexure-9) for reporting


major Protection/equipment outage to asset management.
6.4 Identifying Element Tripping Events and Coordination with RTAMC for Early
Restoration

1) Monitoring of tripping of elements.

2) NTAMC shall communicate the tripping of POWERGRID elements through


‘Vaarta’ messages within 20 minutes of occurrence from respective regional desk
to concerned regional tripping group.

3) NTAMC NR desk shall communicate the tripping information through ‘Vaarta’


messages within 20 minutes of occurrence related to loss of voltage of Sub-
station, SLTS system, equipment failure, major disturbances & simultaneous
tripping of 02 or more elements to CMD, D(O), ED (AM) & NTAMC (HoD)/Senior
officials.

4) Entry of tripping to be carried out in “DRISHTI” Portal. The entry shall cover the
following but not limited to:

a) Standard text for element tripping covering Fault Type, Fault distance & Fault
angle.

b) Category & Sub Category of fault type.

c) Information on receipt of RAS/AFAS.

5) RTAMC shall inform the tripping of element to NTAMC within 20 minutes for the
elements for which data is not reporting or not integrated at Control Centre’s.
NTAMC shall fill the entry in “DRISHTI” based on input from RTAMC.

6) RTAMC shall keep informing the status of restoration work to NTAMC in each
shift and when it is enquired by NTAMC to appraise the higher management.

7) NTAMC shall update the information on tripping of elements in “DRISHTI”.

8) Monitoring the healthiness of cameras under VMS through VMS Dashboard.

7 Operating procedure from Remote Control centre.

7.1 General Requirements and Important points

1) Procedure for Request, Approval, Issue & Cancellation of Permit-To-Work (PTW)


/ Sanction-For-Test (SFT) shall be strictly followed in line with instructions
issued vide Technical circular ref. CC/AM/TC-01/2015/ dated 04.02.2015.
(Annexure-11). PTW must be issued to POWERGRID employee only (Annexure-
12).

2) Operations/works due to ambiguity/contingency, which requires deviation of


SOP must be reviewed in consultation with Regional AM/RTAMC.

3) Control Centre operator shall confirm the successful switching of Circuit Breaker
and Isolators through status indication in SCADA and through video. In case of
any discrepancies, feedback of substation staff to be obtained via mail/Vaarta. In
case of GIS, opening of Isolator is to be confirmed from site as per Technical
Circular No. 01/2020 dated 13-01-2020 (Annexure-13). (Opening of contacts to
be confirmed by site through viewing glass in GIS).

4) Earth switch operation are to be done locally and correct indication to be ensured
in SCADA at control Centre. Confirmation message also to be mandatorily taken
from site for “OPEN/CLOSE” status.

5) Refer technical circular 03/99 in respect to requirement of operation of Isolators.

6) Refer technical circular 13/2000 in respect to operation of isolators and earth


switches. (Annexure-15)

7) Refer technical circular 25/2007 in respect to isolation of feeder/bay during


Maintenance/Testing. (Annexure-16).

8) Control Centre operator shall ensure that prior to issuing the PTW, substation
staff has kept the control in local mode for Isolators, Circuit breaker, Bay wise L/R
switch in control panel & BCU’s for the bays on which outage has been availed.

9) Ensure switching off of AC supply to motors of isolator & earth switch by site.

10)In case of charging of line after long outage (more than three months) or after
major maintenance of line (viz. Conductor snapping, earth wire snapping, tower
collapse etc.), the line needs to be tested with Off-line Fault Locator on SOS basis
on advice of RHQ AM.

11) Proper care to be taken for keeping Auto-Reclosure selection in Auto/Non -Auto
mode as per requirement and confirmation to be taken from site for the same via
mail/Vaarta etc.

12)Control operations above are generally specified for One-and-half breaker


switching scheme and Double Main & Transfer Bus switching scheme. However,
understanding from the same can be used judiciously to perform control
operation for other switching schemes with prior site coordination before
performing control operation.

13)Always verify the bay number and name of the substation before executing final
command.

14)Local operations to be avoided and in case of requirement for local operation,


communication to site for local operations along with reason should be recorded
at RTAMC.

7.2 Guidelines to be followed during operations of GIS switchgear

1) Any switching operation (isolator/Earth Switch) in GIS for line/bay maintenance


works, must be confirmed from site for proper opening/closing status of contacts
through viewing glass (wherever possible) provided on respective enclosure. The
earth switch is to be closed as per requirement only after confirmation of proper
opening of isolator contacts and vice-versa to confirm proper opening of earth
switch before closing isolator.
(Reference Technical Circular No. 01/2020 enclosed as Annexure-13).

2) In GIS Sub-station, as per CC-AM IOM dated 19.07.2023 (For reference, enclosed
as Annexure -17) subsequent operation on isolator or circuit breaker is to be
carried out after confirmation of open/close status, associated events etc., from
previous operation. For isolator with one end charged, there should be sufficient
time gap between “between two subsequent operations on same device” so as to
allow natural discharge of trapped charges. Further, after its opening, closing of
associated earth switch shall be ensured for removal of trapped charges, to the
extent possible.

Opening of minimum isolators for bay/elements should be followed as per the


above said IOM as below.
a) In Double Main Scheme: For element shutdown, bus isolator need not be
opened. Only respective CB & line/ICT/reactor isolator (say 89L/89T/89R)
to be opened.
For Bus shutdown,

i) Ensure load shifting to the other bus (which will not go into
shutdown)
ii) All the isolators connecting the bus going into shutdown to be opened.
iii) Bus coupler (BC) CB along with one isolator connecting the bus going
into shutdown to be opened and other isolator in BC bay should not
be opened.

b) In One & Half breaker Scheme: For element shut down, avoid opening of
respective main bay bus side isolator and tie bay isolator connected to other
in-service element in the diameter. Only open Main CB, Tie CB & three
isolators connecting to the element undergoing shutdown towards element
after CBs.

For Bus shutdown, only the following to be done


i) Open all the CBs connected to the bus undergoing shutdown.
ii) Open only bus side isolators of the CBs opened.

3) Prior approval from CC-AM GIS team is mandatory for all the planned shutdowns
(bays, bus, elements) in GIS.

RTAMC shall not approve SOP and issue PTW/SFT if CC-AM GIS team concurrence
is not there.

4) It is advised to charge the line from GIS end first and synchronize at AIS end
wherever another end is AIS to the extent possible as per the prevailing system
condition.
(Reference IOM dated 26.10.2022 as Annexure-18).

7.3 Planned Shutdown of Bay (One and Half Breaker Switching Scheme)

5) Maintenance staff at substation shall request for PTW/SFT in SAP and get it
approved from Substation-in-charge or competent authority.

6) On receipt of request for PTW/SFT, study the current situation and feedback
immediately in case of any contingencies envisaged/contemplated viz.
consequent outage of other element, if any, due to prevailing shutdown/outage of
other bay etc

7) Control Centre shall request RLDC/NLDC for issue of shutdown code.

8) Information of receipt of shutdown code from RLDC/NLDC to be conveyed to Sub-


station In-charge /Requester of PTW.

9) Any person working nearby the area where outage is required shall be moved out
from location.

10)Substation Engineer shall confirm to control centre for taking outage on bay.

11)Operator shall confirm that site engineer has checked DT/Inter tripping circuit
just before availing shut down as per CC/AM/PROTECTION/2022-23/28 dated
09.02.2023 (Annexure-19). Also, ensure checking of LBB currents of both bays
connected to feeder before shutdown.

12)Control Centre operator shall verify from camera that area is completely isolated
with manpower near to bay on which outage is to be taken.

13)Control Centre operator shall focus the camera on the equipment to be opened.

14)Control Centre operator shall confirm that bay BCU status is in remote.
15)If status of CB/Isolator becomes suspect/in-between after operation same need
informed and attended by site before proceeding for further operations.

16)As per approved SOP, control centre operator shall give opening command to bay
circuit breaker and confirm the “OPEN” status of CB in SCADA.

17)Verify LBB currents of both bays connected to feeder after bay shutdown.
Compare the parameters of the element after hand tripping for any eventuality.

18)After satisfactory operation of circuit breaker based on visual indication in SCADA


operator shall proceed forward for opening of associated Isolator as per approved
SOP.

19)Concerned bay isolator shall be opened from remote and proper opening of all 03
phases of isolators shall be cross checked from combined status in SCADA & in
VMS.

20)Operator shall convey the information to substation staff for complete isolation
of bay on which maintenance to be done.

21)Substation staff shall keep the control of Bay BCU, CB, bay wise L/R in control
panel & Isolator in “Local” mode.

22)Control Centre shall give message to site personnel for local operation of earth
switch.

23)Earth switches towards breaker side existing between open isolators & CB of bays
has to be closed by substation staff after ensuring proper opening of all 3-phases
of isolator.

24)Control Centre operator shall confirm the “CLOSE” Status of earth switches for
bay section on which maintenance to be carried out through earth switch closed
status in SCADA and also get verified through video. Earth switch closing
confirmation message feedback shall be taken from site.

25)Control Centre operator shall issue PTW/SFT to substation staff. All PTW/SFT
proceedings to be done through SAP only and must be issued to POWERGRID
employee only.

26)Control Centre operator should ensure the placing of tag (Do not operate & other
S/D related information) on bay equipment in “SCADA” on which outage is
availed. Further alarms of the bay under S/D are to be inhibited by navigating to
SCADA Bay wise display.

27)After confirmation for issuance of PTW/SFT from control Centre, substation staff
shall proceed forward for carrying out maintenance works.

7.4 Planned Shutdown of Bays (Double Main & Transfer Bus switching Scheme)

Note: As 220kV system is Double Main & Transfer (DMT) bus scheme, for giving shut
down of the Main bay of Line/ ICT, no element shutdown is required. The element can
be transferred to transfer bay to have continuity of supply.

1) Control Centre operator and substation shall ensure that there is no abnormal
alarm is persisting in transfer bay.

2) Substation staff at substation shall request for PTW/SFT in SAP and get it
approved from Substation-in-charge or competent authority.

3) On receipt of request for PTW/SFT, RTAMC shall request RLDC/NLDC for issue of
shutdown code.

4) Information of receipt of outage code to be conveyed to Substation in-


charge/Requester of PTW.

5) Ensure that Any person working nearby the area where outage is required shall
be moved out from location.

6) If status of CB/Isolator becomes suspect/in-between after operation same need


informed and attended by site before proceeding for further operations.

7) Site engineer will ensure healthiness of TBC bay CB by giving one closed and open
command to CB locally.

8) As per approved SOP, Control Centre operator shall close the 89A or 89B isolator
of transfer bay as the case may be (89A to be closed if bay going under S/D was
connected to Bus-I or vice-versa) and confirm the “CLOSE” status of same in
SCADA, from video and site feedback.

9) Control Centre operator shall close the transfer bus isolator (89T) and check the
close status of same in SCADA, from video.

10)If status of CB/Isolator becomes suspect/in-between after operation same need


informed and attended by site before proceeding for further operations.

11)Control Centre operator in consultation with substation engineer shall confirm


the desired position of Protection Transfer Switch (PTS) of bay being taken under
shutdown.

a) In some new substation, transfer of protection occurred in auto based on


isolator status of TBC & bay on which shutdown is intended. The proper
changeover of protection transfer is to be ensured from site.
b) In old conventional substation, protection transfer switch is with 03
states i.e Normal, Inter & Transfer (N-I-T). To be ensured that, in such
case, transfer switch exists in “Inter” state during transfer i.e before
closing TBC CB.

c) In few substations, Protection Transfer Switch (PTS) with 02 states


“Normal” & “Transfer”. When switch is in Transfer state then protection
trip circuit is extended to main CB & transfer CB.

12)Control Centre operator shall close the transfer bus circuit breaker and confirm
the “CLOSE” status in SCADA & check the sharing of element current between TBC
bay and bay going into shutdown.

13) Above step shall test charge the transfer Bus. After this, Trip the transfer Bus CB
and confirm the “OPEN” status of same.

14) Control Centre Operator shall close the 89T Isolator of concerned bay on which
outage is required.

15)Control Centre operator shall confirm the “CLOSE” status of above isolator in
SCADA from video and site feedback.

16) Control Centre Operator shall close the Transfer Bay CB and confirm the “CLOSE”
Status of same in SCADA.

17)Above steps shall lead to sharing of load equally by main & Transfer Bus.

18)Control Centre Operator shall open the circuit breaker of Main Bay on which
shutdown is required and confirm the open status of same in SCADA and Site
feedback

19)Control Centre operator shall open the bay isolator (89A or 89B) of bay on which
shutdown is required and confirm the open status of same in SCADA, from video
& site feedback.

20)Control Centre operator shall open the terminal isolator-89L (ICT or line) of
respective bay on which shutdown is required and confirm the open status in
SCADA from Video & Site feedback.

21)Control Centre operator shall ensure that no abnormal alarm is persisting in


system after carrying out above operations.

22)Control Centre operator shall check the uniformity of currents with each phases
of element (Line/ICT) related to which outage on bay is carried out.

23)Substation staff shall close the earth switches on both sides of CB of bay on which
isolation/outage is carried out. Same shall be checked and confirmed by control
Centre operator from status in SCADA, from video & site feedback.

24)Substation staff shall put the control of outage of Main Bay CB, Isolator, Bay wise
L/R in control panel & bay BCU in local mode.

25)Control Centre operator shall place the tag with required information in SCADA
on the bay for which outage is availed.

26)Control Centre operator shall issue the PTW/SFT on Man bay taken under S/D.

7.5 Planned Shutdown on Bus Coupler Bay

1) Control Centre operator and substation shall ensure that there is no abnormal
alarm persisting in Bus Coupler bay.

2) Control Centre operator shall ensure that all relays under Bus Coupler bay and
busbar protection relays are healthy and in service by navigating to the bay wise
display in SCADA.

3) Control Centre operator shall ensure that all loads are transferred to one bus.

4) Substation staff shall request for PTW/SFT in SAP and get it approved from
Substation-in-charge.

5) On receipt of request for PTW/SFT, RTAMC shall request RLDC/NLDC for issue of
shutdown code.

6) Information of receipt of outage code to be conveyed to Substation


in-charge/requester of PTW by substation staff.

7) Ensure that any person working in nearby area where outage is required shall be
moved out from that location.

8) In case at any stage of time during switching operation, any abnormality noticed
in current or Circuit Breaker status within phases of element which leads doubt
of breaker stuck condition then control centre operator in consultation with Sub-
station Staff shall act on guidelines circulated vide Technical circular 03/2017
dated 09.05.2017.

9) If status of CB/Isolator becomes suspect/in-between after operation same need


informed and attended by site before proceeding for further operations.

10)As per approved SOP, control Centre operator shall open the Bus coupler CB and
monitor the open status of CB in SCADA and also absence of all 03-phase current
in bus coupler bays.
11)Control Centre operator shall issue the opening command to 89A & 89B isolators
which are connected to bus coupler CB on both sides.

12)Control Centre operator shall confirm the open status of isolators in NTAMC
SCADA, from video.

13)Substation staff shall close the Earth Switches (towards breaker side only) for
earthing of section between 89A isolator to Bus coupler CB and 89B isolator to
Bus coupler CB.

14)Control Centre operator shall confirm the “CLOSE” status of earth switches of
same in SCADA, from video and with site feedback Via SMS/Email/Zoho-Vaarta.

15)Substation staff shall put the control of Bus Coupler CB, Isolators, Bay wise L/R &
bay BCU in local mode.

16)Control Centre operator shall place the tag “Do not operate” with required
information in SCADA on the Bus Coupler Bay for which outage is availed.

17)Control Centre operator shall issue the PTW/SFT on Bus Coupler bay.

with manpower near to switchyard area where outage is to be taken. Any person
working nearby the area where outage is required shall be moved out from
location.

5) Control Centre operator and substation staff shall ensure that all the elements
(Lines/Reactor/ICT) which are in service are connected to other Bus on which
outage is not required.

6) Control Centre operator and substation staff shall ensure that there should not be
any persisting abnormal alarm of CB in Tie bay and Main bay connected to Bus on
which outage is not required.

7) Control Centre operator and substation staff shall ensure that for any element
(Line/Reactor/ICT), Tie bay currents in any phase out of Three phases should not
be zero on account of high resistance in primary path.

8) Operator shall confirm that site engineer has checked DT/Inter tripping circuit
just before availing shut down as per CC/AM/PROTECTION/2022-23/28 dated
09.02.2023. Also, ensure checking of LBB currents of both main & tie bays of all
feeders connected to bus to be taken out of service before shutdown.

9) Ensure from site that auto change changeover voltage selection is working
properly for bays connected to ICTs & Reactors.

10)Prior to performing, switching operations, control Centre operator shall focus the
camera on the bay equipment which are to be opened.

11)Control Centre operator shall confirm that all bay BCU status is in remote.

12)Control Centre operator shall inform about proceeding for opening the bays.

13)If status of CB/Isolator becomes suspect/in-between after operation same need


informed and attended by site before proceeding for further operations.

14)After above confirmation, Control Centre operation shall proceed for opening the
CB’s of bays in sequential manner as per approved SOP. After each switching
operation, control Centre operator shall confirm the open status of CB in NTAMC

15)In case of incomplete dia(Dia with future Bay) i.e. only 02 CB’s are existing, then
tie bay CB to be opened if outage is availed on the bus which is connected to future
bay.

16)After each control operation, control Centre operator shall remain vigilant to
monitor the current of each phase of element (Line/Reactor/ICT) to ensure that
during opening of CB’s there should be uniformity of current within phases of
respective element connected to bay.

17)After each CB opening LBB currents of that bay to be checked and ensure currents
are zero before proceeding to next bay opening. In-case at any stage of time
during operation, any abnormality noticed in current or circuit breaker status
within phases which leads to doubt of breaker stuck condition then control Centre
operator in consultation with substation staff shall act on guidelines circulated
vide Technical circular 03/2017 dated 09.05.2017 (Annexure-10).

18)After opening all CBs connected to bus under shutdown, operator shall check in
SCADA that bus voltage has become zero in all the three phases.

19)Control Centre operator shall open the bay isolators as per SOP in sequential
manner for all bays connected to bus under shut down. Operator shall confirm
the opening status of all isolators in SCADA, through video & based on feedback
from site.

20)Substation staff shall put the control of related bay BCUs, Isolators, Bay wise L/R
& CB in local mode and inform to control Centre operator.

21)Substation staff shall close the Bus Earth Switch for all 03 phases. Control Centre
operator shall confirm the status of same in SCADA.

22)Control Centre shall issue the PTW/SFT for commencement of maintenance


works on Bus taken under S/D.

7.7 Planned Shutdown of Bus (Double Main & Transfer Bus switching Scheme)

NOTE: As 220KV system is Main & Transfer bus scheme before giving shut down of
BUS-I, the ICTs & Lines which are connected to BUS-I are to be shifted to BUS-II to
have continuity of supply.

1) Control Centre operator and substation shall ensure that there is no abnormal
alarm persisting in bays.

2) Control Centre operator shall ensure that all relays are healthy and busbar
protection is in service.

3) Control Centre & substation staff shall ensure that Circuit breaker of bus coupler
is in service and no abnormal alarm is persisting.

4) On receipt of request for PTW/SFT, Control Centre shall request RLDC/NLDC for
issue of shutdown code.

5) Information of receipt of outage code to be conveyed to Substation in


charge/Requester of PTW.

6) Ensure Any person working nearby the area where outage is required shall be
moved out from location.

7) In-case at any stage during operation, any abnormality noticed in current or


circuit breaker status within phases of elements which leads to doubt of breaker
stuck condition then control Centre operator in consultation with substation staff

shall act on guidelines circulated vide Technical circular 03/2017 dated


09.05.2017.

8) If status of CB/Isolator becomes suspect/in-between after operation same need


informed and attended by site before proceeding for further operations.

9) If Bus-I shutdown is required, as per approved SOP then shift load of feeders (one
at a time) connected to Bus-1 to Bus-2 by closing bus isolator connected to Bus-II
and opening isolator connected to Bus-I. For each feeder connected to Bus-1, first
close 89B isolator and open 89A isolator confirm proper closing in SCADA, VMS
and site feedback if required on SOS basis. After each shift ensure that CT
selection incomplete alarm has not raised. Also, after each shifting check that
isolator selection in busbar protection is proper.

Similarly, if Bus-II shutdown is required, as per approved SOP then shift load of
feeders (one at a time) connected to Bus-II to Bus-I by closing bus isolator
connected to Bus-I and isolator connected to Bus-II.

10)Control Centre operator shall open the bus coupler circuit breaker and
immediately confirm the open status of CB in SCADA and from site feedback.

11)Control Centre operator should check that bus voltage has become zero after
isolation on each phases of Bus on which outage is being availed.

12)Control Centre operator shall check the currents of all elements (Line/ICT) and
ensure no major discrepancy is noted in value of currents between each phases
of element.

13)Substation staff shall close the Earth Switch of that Isolator of bus coupler bay
which is open and connected to Bus on which outage is availed.

14)Control Centre operator shall check the “CLOSE” status of Earth Switch in SCADA,
from video & site feedback.

15)Control Centre operator shall place the “Do not operate tag” and required
information in SCADA on Bay equipment’s on which outage is availed.

16)Control Centre operator shall ensure that control of Bus coupler CB, Isolators
which are opened as above and Bay wise L/R in control panel & bus coupler bay
BCU should be kept in local by substation staff.

17)Control Centre operator shall issue the PTW/SFT for carrying out the
maintenance works.

7.8 Planned Shutdown of Lines

1) Control Centre and substation shall ensure that all relays are healthy and in
service.

2) Substation staff at substation shall request for PTW/SFT in SAP and get it
approved from Substation-in-charge or competent authority.

3) On receipt of request for PTW/SFT, RTAMC shall request RLDC/NLDC for issue of
shutdown code.

4) Information of receipt of outage code to be conveyed to Substation in


charge/Requester of PTW.

5) Ensure Any person working nearby the area where outage is required shall be
moved out from location.

6) Substation shall inform to control Centre for taking outage on line and S/D of
connected Bays if required.

7) Control Centre operator shall verify from camera that any manpower within/near
the Bays area is completely removed on which outage is to be taken.

8) Control Centre operator shall focus the camera on the equipment to be opened
and confirm the identification (Bay No, Name etc.) of equipment’s over video.

9) Control Centre operator shall confirm that bay BCU status is in remote.

10)Control Centre operator shall take substation staff on phone and informed about
proceeding for opening the bays equipment’s.

11)For opening the lines, Circuit breakers and Isolators of respective Main & Tie bays
or associated bay and line isolators at both ends needs to be opened as mentioned
below in one and half breaker Switching scheme or line bay CB and associated
isolators (89A, 89B & 89L) for one bay in other scheme.

12)Generally, line is to be tripped from the end having high bus voltage as compared
to other or as instructed by RLDC/NLDC. This shall be ensured by control Centre
end. Further, if Line Reactor is present at one end line should be opened from end
where line reactor is present or as instructed by RLDC/NLDC.

13)Control Centre operator shall give opening command to tie bay circuit breaker in
One and half scheme and single bay CB in other scheme. Immediately, after

opening command, operator shall confirm the “OPEN” status of CB in SCADA


alongwith Tie CB Currents that no abnormality is present and based on feedback
of substation staff.

14)Control Centre operator shall give opening command to main bay circuit breaker
in One and half scheme. Immediately, after opening command, operator shall
confirm the “OPEN” status of CB in SCADA and based on feedback of substation
staff.

15)Above steps shall leads to exchange of Direct trip signals and leads to opening of
line from both ends and same needs to be ensured by control Centre operator.

16)Control Centre operator shall confirm the presence of no voltage, no current, no


MW & MVAR of line in all 03 phases in SCADA and also, with feedback of
substation staff at both ends.

17)After successful outage of line based on analysis of parameters in SCADA and


feedback from respective substation staff at both ends. Control Centre operator
shall take action for opening of Line Isolator.

18)Control Centre operator has to place the camera on line isolator and shall issue
the opening command to Line isolator and ensure the open status of same in
SCADA, through video & feedback of substation staff.

19)Substation staff shall exchange the communication with control Centre for
confirmation on opening of line isolator and also confirm the same from remote
end also.

20)Local/Remote switch of line Isolator to be now kept in local mode.

21)On receipt of confirmation of opening for Line isolators at both ends, respective
substation staff shall close the Earth Switch of line isolators at both ends and
inform the same to control Centre & remote end.

22)Control Centre operator shall confirm the “CLOSE” status of Earth Switch in
SCADA, through video and feedback from respective substation staff.

23)Control Centre operator shall keep the Auto-Reclosure switch in Non-Auto Mode
for Main & Tie Bays CBs at both ends of Line and status of same to be confirmed
in SCADA.

24)Control Centre shall issue the NBFC & PTW for carrying out Line maintenance
works.

25)If maintenance works are required to be carried out on associated bays then
substation staff shall avail the PTW/SFT on bay equipment’s separately.

26)Otherwise, in one and half Breaker Switching scheme, Main & Tie bays are
required to be closed for completing the dia.

27)Control Centre operator should ensure the placing of tag “Do not operate” & other
information on bay equipment in SCADA on which outage is availed.

28)Control Centre operator has to place the tags with required information on the
equipment’s and line which are under outage.

29)In-case maintenance works are being carried out on bays equipment’s & relays
then processing of DR by AFAS in AFAS system to be blocked by the operator to
avoid processing of frequent DRs.

30)In-case maintenance works are being carried out on bays equipment’s then
respective BCU, CB, bay wise L/R in control panel & Isolators should be kept in
“Local” till return of PTW/SFT. Same has to be checked by control Centre
operator.

7.9 Planned Shutdown of Line (Double Main and Transfer Bus Switching Scheme)

1) Control Centre operator and substation shall ensure that there is no abnormal
alarm persisting for bay & line and all the relays are healthy and in service.

2) Substation staff at substation shall request for PTW/SFT in SAP and get it
approved from Substation-in-charge or competent authority.

3) On receipt of request for PTW/SFT, control Centre shall request RLDC/NLDC for
issue of shutdown code.

4) Information of receipt of outage code from control Centre to be conveyed to


Substation in charge/Requester of PTW.

5) Ensure that Any person working nearby the area where outage is required shall
be moved out from location.

6) Substation shall inform to control Centre for taking outage on bay if required
during Line Outage.

7) Control Centre operator shall verify from camera that removal of manpower near
to bay on which outage is to be taken.

17)Control Centre operator shall ensure opening of 89A & 89B isolators of line bay
and confirm the “OPEN” status from SCADA, from video & site feedback.

18)On receipt of confirmation of opening of Line isolators at both ends, respective


substation staff shall close the Earth Switch of line isolators at both ends and
inform the same to control Centre & remote end.

19)Control Centre operator shall confirm the “CLOSE” status of Earth Switch in
SCADA, through video and feedback from respective substation staff. Also
SMS/Email/Zoho-Vaarta message to be taken for confirmation & Record.

20)Control Centre operator shall keep the Auto-Reclosure switch in Non- Auto Mode
and status of same to be confirmed in SCADA.

21)Control Centre shall issue the NBFC & PTW for line maintenance works.

22)If maintenance works are required to be carried out on associated bay then
substation staff shall avail the PTW/SFT on bay equipment’s separately.

23)Control Centre operator should ensure the placing of tag “Do not operate” & other
information on bay/Line equipment in SCADA on which outage is availed.

24)In-case maintenance works are being carried out on bays equipment’s & relays

3) Information of receipt of outage code from control Centre to be conveyed to


Substation in charge/Requester of PTW.

4) Ensure that Any person working nearby the area where outage is required shall
be moved out from location.

5) Substation shall inform to control Centre for taking outage on ICT.

6) Control Centre operator shall verify from camera that removal of manpower near
to switchyard area where outage is to be taken.

7) Control Centre operator shall focus the camera on the equipment to be opened
and confirm the identification (Bay No, Name etc.) of equipment’s over video.

8) Control Centre operator shall confirm that bay BCU status is in “Remote”.

9) If substation auxiliary supply is fed from ICT, then ensure that LT supply is
changed over prior to shut down or DG set is in auto mode and runs in auto mode.

10)Control Centre operator shall take substation staff on phone and inform about
proceeding for opening the bays equipment’s.

11)Circuit breakers and Isolators of respective Main & Tie ICT bays in one and half
breaker Switching scheme or associated ICT bay in other scheme needs to be
opened as per mentioned below or as per SOP submitted. Subsequently, ICT
isolators at HV & IV sides need to be opened.

12)Ensure that ICT must be de-energized by tripping that circuit breaker at last in
which controlled switch device (CSD) in service for 765kV & 400kV ICT’s.

13)During each step of switching operation of CB, Control Centre operator shall
remain vigilant on monitoring the circuit breaker status & current of ICT’s.

13.1 Shutdown of transformer through HV side in one and half breaker


Switching scheme.

a) Operator shall remotely open the CB of Tie bay at IV side and then open
the CB of Main bay at IV side. Control Centre shall confirm the “OPEN”
status of CB in SCADA & get feedback of same from substation staff.

b) Operator shall remotely open the CB of Tie bay at HV side and then open
the CB of Main bay at HV side. Control Centre shall confirm the “OPEN”
status of CB in SCADA & get feedback of same from substation staff.

13.2) Shutdown of transformer through IV side in one and half breaker


Switching scheme.

a) Operator shall remotely open the CB of Tie bay at HV side and then open
the CB of Main bay at HV side. Control Centre shall confirm the “OPEN”
status of CB in SCADA & get feedback of same from substation staff.

b) Operator shall remotely open the CB of Tie bay at IV side and then open
the CB of Main bay at IV side. Control Centre shall confirm the OPEN”
status of CB in SCADA & get feedback of same from substation staff.

13.3) Shutdown of transformer through HV side (One & half breaker


Switching scheme) and at IV side Double Main Transfer Bus Bar
Switching scheme.

a) Operator shall remotely open IV side circuit breaker. Control Centre


operator shall confirm the “OPEN” status of CB in SCADA & get
feedback of same from substation staff.

b) Operator shall open the Tie bay at HV side and shall confirm the
“OPEN” status of CB in SCADA & get feedback of same from
substation staff.

c) Operator shall open the Main bay CB at HV side and shall confirm
the “OPEN” status of CB in SCADA & get feedback of same from
substation staff.

14) Operator shall confirm the zero value of currents in each phase of ICT’s at HV &
IV side and zero value of MVA at both sides.

15)Ensure LT supply is healthy and no interruption is caused due to outage of ICT.

16)Operator shall issue the opening command to isolator (89T) which are connected
to ICT at HV & IV side and confirm the “OPEN” status of all three phases of
isolators in SCADA, through video & feedback of substation staff.

17) If outage is required on bays connected to ICT, then Control Centre operator shall
issue the open command to Main bay Isolators (89A & 89B) & Tie bay isolators
(89A & 89B) in one & half breaker Switching scheme. Control Centre operator
shall confirm the “OPEN” status of isolators in SDADA, through video & feedback
of substation staff. After operation, Sub-station Staff shall keep isolator in local
mode.

18) Operator shall issue open command to 89A / 89B at HV side and/or IV side in
case of Double Main Transfer Bus Bar Switching scheme. Control Centre operator
shall confirm the “OPEN” status of isolators in SCADA, through video & feedback
of substation staff. After operation, Sub-station Staff shall keep isolator in local
mode.

19)Substation staff shall close the Earth Switch of Isolator (89T) which are connected
to ICT’s at HV & IV side and status of same shall be checked by Control Centre
operator.

20)Control Centre operator shall issue the PTW/SFT for maintenance activities on
the ICT.

21)If maintenance work is required to be carried out on bays then Control Centre
Operator shall issue the PTW/SFT for bays also. Otherwise, if ICT to be kept under
outage for prolong period then respective bays can be taken into service in one &
half breaker Bus Bar Switching scheme for completing the dia in consultation with
site that maintenance activities on ICT’s do not have any impact.

22)Control Centre operator shall ensure that control Mode of bays BCU, CB, bay wise
L/R in control panel & Isolators for the outage bays are kept in “LOCAL”position.

23)Control Centre operator shall place the “Do not operate tag” with required
information in bay equipment which are under outage. Further alarms of the bays
under S/D to be inhibited by navigating to SCADA Bay wise display.

24)Control Centre operator shall block the DR processing in AFAS, if testing work is
required to be carried out on relays.

7.11 Planned Shutdown of Bus Reactor

1) Control Centre and substation shall ensure that required relays are healthy and
in service.

2) Substation staff at substation shall request for PTW/SFT in SAP and get it
approved from Engineer In-charge/ Substation-in-charge or competent
authority.

3) On receipt of request for PTW/SFT, Control Centre shall request RLDC/NLDC for
issue of shutdown code.

4) Information of receipt of S/D code from control Centre to be conveyed to


Substation in charge/Requester of PTW.

5) Ensure that Any person working nearby the area where outage is required has
been moved out from that location.

6) Substation shall inform to control Centre for taking outage on Bus Reactor.

7) Control Centre operator shall verify from camera that any manpower working in
the area nearby is removed where outage is to be taken.

8) Control Centre operator shall focus the camera on the equipment to be opened
and confirm the identification (Bay No, Name etc.) of equipment’s over video.

9) Control Centre operator shall confirm that bay BCU status is in “Remote”.

10)Control Centre operator shall take substation staff on phone and inform about
proceeding for opening the bays equipment’s.

11)Circuit breakers and Isolators of respective Main & Tie bays of Bus reactor in one
and half breaker Bus Bar Switching scheme or associated Bay in other scheme
needs to be opened as mentioned below. Subsequently, Reactor isolators needs
to be opened.

12)Ensure that, reactor must be de-energized by tripping that circuit breaker at last
in which controlled switch device (CSD) is in service for 765kV & 400kV Reactor.

13)During each step of switching operation of CB, Control Centre operator shall
remain vigilant on monitoring the circuit breaker status & current of reactor.

14)In-case at any stage, during operation, any abnormality noticed in current or


circuit breaker status within phases pertains to reactor which leads to doubt of
breaker stuck condition then control Centre operator in consultation with
substation staff shall act on guidelines circulated vide Technical circular 03/2017
dated 09.05.2017 (Annexure-10).

15)Ensure that CSD of main bay CB & tie bay CB are in service.

16) Operator shall remotely open the CB of Tie bay and then open the CB of Main bay
in one and half breaker Bus Bar Switching Scheme and associated bay CB for other
scheme. Control Centre Operator shall confirm the “OPEN” status of CB in SCADA
& get feedback of same from substation staff.

17) Operator shall confirm the zero value of currents in each phase of Reactor.

18) Operator shall issue the opening command to Reactor isolators (89R) and
confirm the “OPEN” status of all Three phases of Reactor isolators in SCADA,
through video & feedback of substation staff.

19)If work is required to be carried out on bays the, Control Centre operator shall
issue the open commands to Main bay Isolators (89A & 89B) & Tie bay isolators
(89A & 89B). Control Centre operator shall confirm the “OPEN”status of isolators
in SCADA, through video & feedback of substation staff.

20)Substation staff shall close the Earth Switch of Reactor Isolator which is
connected to Reactor and operator shall confirm the status of Earth Switch in
SCADA, through video & feedback of substation staff.

21)Control Centre operator shall issue the PTW/SFT for maintenance activities on
the Reactor.

22)If maintenance work is required to be carried out on bays then Control Centre
Operator shall issue the PTW/SFT for bays also. Otherwise, if reactor to be kept
under outage for prolong period then respective bays can be taken in service in
one & half breaker Bus Bar Switching scheme for completing the dia in
consultation with site that maintenance activities on Reactor do not have any
impact secondary of Bays CT.

23)If bays are under outage then control Centre operator shall ensure that control
BCU, CB, Bay wise L/R and isolators of respective bays are kept in “LOCAL” Mode.

24)Control Centre operator shall ensure the placing of Tag in SCADA display for
elements which are under outage. Further, alarms of the bays under S/D to be
inhibited by navigating to SCADA Bay wise display.

25)Control Centre operator shall ensure the blocking of processing of DR in AFAS if


maintenance & testing works are going on reactor and associated bays under
outage.

7.12 Charging of Bays (One & Half Breaker Bus Bar Switching Scheme)

1) Substation shall convey the control Centre about completion of work and
readiness of charging of bay.

2) Control Centre shall confirm for removal of all men, material & earthing from site
and from video.

3) Substation shall return the PTW/SFT and request to control Centre for
cancellation of PTW.

4) Control Centre operator shall confirm in SCADA that there should not be any
abnormal alarm and also obtain confirmation for same from site.

5) Control Centre operator shall ensure that status of Earth switches of all Isolators
are open in SCADA, based on feedback from site and from video. Also,
SMS/Email/Zoho-Vaarta Confirmation to be taken from site.

6) Control Centre operator shall ensure that site has kept the control of BCU, CB &
Isolators of outage bay in “Remote” Mode.

7) Control Centre operator shall cancel the PTW/SFT and request to RLDC for
charging code.

8) Receipt of charging code shall be informed to site and cameras shall be focused
on bay equipment on which switching operation needs to be done.

9) Control Centre operator shall remove the Tag and other information mentioned
in SCADA displays during outage.
10)Control Centre operator shall remove the “Alarm” inhibit case, if activated for
outage bays.

11)Control Centre operator shall give closing command to bay isolators (89A & 89B)
and confirm the close status of same in SCADA through site feedback and from
video.

12)Control Centre operator shall give the closing command to circuit breaker and
immediately confirm the close status of same in SCADA & site feedback

13)Control Centre operator shall monitor the currents of all 03 phases of element
(Line/Reactor/ICTs) connected in dia for uniformity of current within phases.

14)Control Centre operator shall ensure that no abnormal alarm is persisting in


SCADA for charged bay and also confirm from site.

7.13 Charging of Main Bay (Shifting from Transfer Bay to Main Bay)

1) Substation shall convey the control Centre about completion of work and
readiness of charging of main bay.
2) Control Centre shall confirm the removal of all men, earthing and material and
confirm from site feedback and over video.

3) Control Centre operator shall confirm in SCADA that there should not be any
abnormal alarm and also obtained confirmation for same from site.

4) Control Centre operator shall ensure that status of Earth switches is open existing
between bay 89A/89B isolator bay circuit breaker under shutdown in SCADA,
based on feedback from site and from video.

5) Control Centre operator shall ensure that site has kept the control of BCU, CB &
Isolators of outage bay in remote mode.

6) Control Centre operator shall cancel the PTW/SFT and request to RLDC for
charging code.

7) Receipt of charging code shall be informed to site and cameras shall be focused
on bay equipment’s on which switching operation needs to be done.

8) Control Centre operator shall remove the Tag and other information mentioned
in displays during outage also check that bay alarm are not in inhibit state.

9) Control Centre operator shall give closing command to bay isolators (89A or 89B)
of bay which is under S/D depending upon the condition of connection of bay to
bus. Control Centre operator shall confirm the close status of same in SCADA, site
feedback and from video.

10)Control Centre operator in consultation with substation shall confirm the desired
position of Protection Transfer Switch(PTS):
a) In some new substation transfer of protection occurred in auto and
requirement of same to be confirmed from site.

b) In old conventional substation, Protection Transfer Switch with 03 states


i.e Normal, Inter & Transfer(N-I-T). To be ensured that, in such case,
Protection Transfer Switch exists in “Inter” state during transfer.

c) In few substation, Protection Transfer Switch state exist have “Normal” &
“ Transfer” and when switch is in Transfer state then protection Trip
circuit extends to Main & transfer CB.

11)Control Centre operator shall close the main bay CB and confirm the close status
of same in SCADA, through video & site feedback.

12)Control Centre operator shall give the tripping command to transfer bus CB and
confirm the open status of same in SCADA, from video & site feedback.

13)Control Centre operator shall ensure the uniformity in current of each phase of
element (Line/ICT) connected to bay.

14)Control Centre operator shall open the transfer isolator (89C) of respective bay
which has been taken in to service and confirm the open status in SCADA, through
video & site feedback.

15)Control Centre operator shall re-confirm the desired status of protection transfer
switch in the normalized bay.

7.14 Charging of Bus (One & Half breaker Switching Scheme)

1) Substation shall convey the control Centre about completion of work and
readiness for charging of Bus.

2) Control Centre shall thoroughly examine the complete Bus and all bays which are
under outage, for removal of all men & material through site feedback and video.

3) Substation shall return the PTW/SFT and request to control Centre for
cancellation of PTW.

4) Control Centre operator shall confirm in SCADA that there should not be any
abnormal alarm of bays on which outage was availed and also obtain
confirmation for same from site.

5) Control Centre operator shall ensure that all relays and bus bar relays are in
service.

6) Control Centre operator shall ensure that status of Earth Switches of all bay’s
Isolators are open and Bus Earth Switch is in “OPEN” state.

7) Control Centre operator shall ensure that site has kept the control of BCU, CB &
Isolators of outage bay in “Remote” mode.

8) Control Centre operator shall cancel the PTW/SFT and request to RLDC/NLDC for
charging code.

9) Receipt of charging code shall be informed to site and cameras shall be focused
on bay equipment/bay area on which switching operation needs to be done.

10) Control Centre operator shall remove the “DO NOT OPERATE” Tag and other
information mentioned in displays during outage and also remove inhibit state of
alarm in SCADA.

11) Control Centre operator shall close the bay isolators (89A & 89B) in sequential
manner for all bays of Bus which is under S/D. After each sequence of operation,
control Centre operator shall confirm the “CLOSE” status of isolators in SCADA,
through video & site feedback.

12) During each step of switching operation of CB, Control Centre operator shall
remain vigilant on monitoring the circuit breaker status & current through
ICT’s/Lines

13) Control Centre operator in consultation with site shall first close the main bay CB
of any particular bay connect to that Bus under S/D and charge the Bus.

14) Control Centre operator shall confirm the close status of CB in SCADA and
feedback from site.

15) Control Centre operator shall confirm the appearance of bus voltages in each
phases of bus and get confirm also from site.

16) Control Centre operator shall proceed forward in sequential manner for closing
of circuit breaker in each bay. After each switching operation, operator shall
confirm the close status of CB in SCADA and with feedback of site.

17) In case of incomplete dia, control Centre operator shall close the tie bay
connected to bus which was under outage.
18) After closing all CB’s, control Centre operator shall examine the current &
voltages for all elements (Line/Reactor/ICT) to confirm that there is no
abnormality in measurable parameters.

7.15 Charging & Synchronisation of Transmission Line

1) Substation shall convey the control Centre about completion of work and
readiness of charging of transmission line via SMS/E-mail/Zoho-Vaarta.

2) Control Centre shall visually examine the bay area under outage for removal of all
men & material.
3) Substation shall return the PTW/SFT and request to control Centre for
cancellation of PTW.

4) Control Centre shall confirm that NBFC has been cancelled from both end of
transmission line if applicable.

5) Control Centre operator shall ensure that line earth switches are open and all
temporary earthing’s have been removed through Video and status of earth
switches.

6) Control Centre operator shall communicate at both ends and re confirm the
completion of works, opening of earth switches & removal of temporary
earthing’s.

7) Substation shall ensure that control of BCU, CBs & Isolators are in remote mode.

8) Control Centre operator shall confirm that all relays are healthy and in service in
SCADA and with feedback of site persons at both ends.

9) Control Centre operator shall ensure that master trip relays & Carrier lock out
relays are in re-set condition and Auto-recloser switch is status is in Auto mode.

10) Control Centre operator shall ensure that there is no abnormal alarm in SCADA
and from feedback of site. Also, confirm that PLCC channels are healthy and in
service at both ends.

11) Control Centre operator shall confirm that if line is to be taken in service with line
reactor, then NGR by pass isolator/CB is in open condition.

12) Control Centre operator shall cancel the PTW/SFT and obtain charging code of
line from RTAMC/CPCC.

13) Control Centre operator shall remove the tags which were placed for outages and
also inhibit state of alarm to be removed.

14) In case, dia was closed in one and half scheme, then control Centre operator
should obtain code for first opening the Tie & Main bay CB.

15) Control Centre operator shall close the non-switchable line reactor isolator
(89LR) and confirm the close status in SCADA and with feedback of site.

16) If bays were kept under outage (Site engineer to be consulted before charging)
then control Centre operator then sequentially close the main bay & Tie bay
isolators (89A & 89B) and confirm the close status of same in SCADA, from Video
& feedback from site.

17) Control Centre operator shall close the line isolator (89L) and confirm the close
status of same in SCADA, from video & feedback with site.

18)Control Centre operator shall ensure that all bay isolators, reactor bay isolator &
line isolators are closed at both ends with feedback from site person, status in
SCADA & from Video.

19) Based on RLDC instruction, control Centre operator shall close the main bay CB
at that substation end where RLDC has instructed. Otherwise, in general, main bay
CB to be closed at that substation where bus voltage is low.

20) Immediately after closing the main bay CB for charging of line, control Centre
operator shall confirm the close status of CB in SCADA and with feedback of site.

21) Control Centre operator shall quickly observe the line voltages at both ends and
ensure no discrepancy exists between line voltages for respective phases.

22) Control Centre operator shall quickly observe that line current of each phase is
almost same in all 03 phases at substation end from where charging is done.

23) In case, line is equipped with line reactor, then control Centre operator shall
check the uniformity in reactor current in each phase and required MVAR of
reactor.

24)Control Centre operator shall synchronize the line at other end by main bay CB.

25)While connecting an incoming system with the running system, proper


synchronism of both the systems need to be checked. The ideal conditions for
synchronism between two isolated electrical systems are as follows:

A. Phase sequences of both the systems are to be same.


B. Magnitude of voltages of both the systems is to be within specified limit.
C. Frequency of both the systems is to be within specified limit.
D. Phasor positions of both the systems are to be same.

31)Line need to be charged from low voltage end preferably or as instructed by


RLDC/NLDC. Further, if Line Reactor is present at one end line should be charged
for end where there is no line reactor and synchronized at end where line reactor
is present or as instructed by RLDC/NLDC.

26)For comparison of the above parameters, check synchronizing relay is provided.


Since ideal conditions are not possible to achieve all the times, there is some
permissible limit in respect of mismatching in parameters “B” and “C” only. No
mismatching shall be there in parameters “A” and “D” enabling synchronization
of two systems. The limits of mismatching are set in the check synchronizing
relay. During the process of synchronization when all the synchronizing
parameters fall with the Set limit, operator can send command to close the Circuit
Breaker. But in no case, Circuit Breaker should be closed in “BY PASS” mode as
wrong synchronization of two systems can lead to severe Power Swing in the
system resulting into grid collapse and failure of the Circuit Breaker. In the event
of difficulty in synchronizing of any feeder, RLDC is to be approached to regulate
the system parameters within set limit of synchronization.

27) In case of line with line reactor, ensure that NGR of Line Reactor is to be bypassed
and line reactor to be in service while charging the line.

28)Control Centre operator shall synchronise the charged line at other end through
main bay CB. After closing, operator shall confirm the close status of CB in SCADA
& with feedback of site.

29)Control Centre operator shall monitor the line currents & CVT voltages of both
ends for few minutes and if, no abnormality is noticed within phases at each end,
then operator shall proceed for closing the other CB’s.

30)Control Centre operator shall close the tie bay CB at both substation end. After
each switching operation, operator shall confirm the close status of CB in SCADA
and with feedback of site.

31)Control Centre operator shall again monitor the line currents of associated
elements (Line & Reactor) at both ends for few minutes to ascertain stability and
uniformity in measurable parameters.

32)Control Centre operator shall keep the A/R Switch in Auto mode (If no permits
are there for non-auto mode) and confirm the status of same in SCADA from site
also.

7.16 Dead Line Charging of Line from Remote End Station

1) Ensure all PERMIT TO WORK issued for the line / equipment are returned and
cancelled.

2) Ensure removal of all men and material from the respective equipment / bay
from both ends.

3) Ensure removal of all temporary earths from the equipment / bay from both
ends.

4) Ensure availability of charging code from respective RLDCs.

5) Ensure all protective relays of the feeder / equipment are working and are in
service and flags are RESET.

6) Ensure no abnormal alarms are persisting in bay and same to be confirmed from
site.

7) Ensure all the Earth Switches in the bay are OPEN.

8) Ensure line Earth switch is OPEN.

9) Ensure line Isolator is CLOSED.

10)Ensure LOCAL / REMOTE selector switches of bay controller unit in substation


are in Remote position.

11)Communicate clearance for charging of the line from remote end.

12)Record line voltage & Bus voltage & frequency after charging of the line from
remote end.

Note: In case one end is GIS follow Annexure 18 IOM-Charging of lines from GIS
end_26-10-2022.

7.17 Charging & Synchronisation of ICT.

1) Substation shall convey the control Centre about completion of work and

3) Substation shall return the PTW/SFT and request to control Centre for
cancellation of PTW.

4) Control Centre operator shall confirm in SCADA that there should not be any
abnormal alarm and also obtained confirmation for same from site.

5) Control Centre operator shall ensure that all relays are in service.

6) Control Centre operator shall ensure that status of Earth switches of Isolator
which are connected to ICT at HV & IV side are open.

7) Control Centre operator shall ensure that site has kept the control of BCU, CB &
Isolators of outage bay in remote mode.

8) Control Centre operator shall cancel the PTW/SFT and request to RTAMC for
charging code.

9) Receipt of charging code shall be informed to site and cameras shall be focused
on bay equipment’s (CB, Isolators & ICT) on which switching operation needs to
be done.

10)Control Centre operator shall remove the Tag and other information mentioned
in displays during outage and also remove alarm inhibit state.

11) Control Centre operator shall close the Isolators (89T) which are connected to
ICT at HV & IV Side and confirm the close status of same in NTAMC SCADA, site
feedback and from video.

12)In case of 765/400kV ICT, closing command to Transformer Isolator at HV & IV


side has to be given phase wise.

13) Generally, transformer to be charged from H.V side & transformer has to be
charge from CB in which CSD device is working and in service.

14) During each step of switching operation of CB, Control Centre operator shall
remain vigilant on monitoring the circuit breaker status & current of ICT’s.

d) Monitor the 03-phase current of ICT for having uniformity of no-load
current within phases.

Synchronization:

While connecting an incoming system with the running system, proper


synchronism of both the systems need to be checked. The ideal conditions
for synchronism between two isolated electrical systems are as follows:
a) Phase sequences of both the systems are to be same.
b) Magnitude of voltages of both the systems is to be within specified
limit.
c) Frequency of both the systems is to be within specified limit.
d) Phasor positions of both the systems are to be same.

Refer IOM dated 17.04.2017 (Annexure-20) for requirement of correct


synchronization.

i) Close the main bay CB at IV side and Monitor the close status of CB &
get confirmation of same from site.

ii) Monitor the analog parameters for currents of each phase at HV & IV
side and MVA at HV & IV side.

iii) There should not be major difference of currents within phases at HV


side & IV side and current parameters shall also be compared with
similar unit of same rating, if in service at same location.

iv) Close the tie bay CB of HV side & tie bay CB of IV side and after each
operation, monitor the close status of CB & get confirmation of same
from site.

B. CASE-2: Charging of transformer through IV side in one and half bus bar
Scheme: (add if required)

a) Charge the transformer from main bay of IV side.


b) Confirm the close status of CB in NTAMC Scada & feedback from site.
c) Examine the bay area & ICT from camera for confirmation of normal
charging condition of ICT.
d) Monitor the Three-phase current of ICT for having uniformity of no-
load current within phases.

c) Examine the bay area & ICT from camera for confirmation of normal
charging condition of ICT.
d) Monitor the Three- phase current of ICT for having uniformity of no-
load current within phases.

readiness of charging of Bus Reactor.

2) Control Centre shall visually examine the Bus reactor bay area under outage for
removal of all men & material.

3) Substation shall return the PTW/SFT and request to control Centre for
cancellation of PTW.

4) Control Centre operator shall confirm in SCADA that there should not be any
abnormal alarm and also obtained confirmation for same from site.

5) Control Centre operator shall ensure that all relays are in service.

6) Control Centre operator shall ensure that status of Earth switches of Isolator
which are connected to bus reactor are open.

7) Control Centre operator shall ensure that site has keep the control of BCU, CB &
Isolators of outage bay in remote mode.

8) Control Centre operator shall cancel the PTW/SFT and request to RTAMC for
charging code.

9) Receipt of charging code shall be informed to site and cameras shall be focused
on bay equipment (CB, Isolators & Reactor) on which switching operation needs
to be done.

14) During each step of switching operation of CB, Control Centre operator shall
remain vigilant on monitoring the circuit breaker status & current of Reactor.

15) Charge the Reactor from main bay CB.

16) Confirm the close status of CB in SCADA & feedback from site.
17) Monitor the 03-phase current of Reactor for having uniformity of current within
phases.

18) Examine the bay area & Reactor from camera for confirmation of normal
charging condition of ICT.

19) Close the tie bay CB and confirm the close status of CB in SCADA & feedback from
site.

20) Monitor the analog parameters for currents of each phase and MVAR.
7.19 Procedure for Taking Spare ICT Unit in Service

1) All activities related to taking the spare unit are to be carried out by substation
as per standard applicable procedure. Substation shall confirm the completion
of all required activities at primary side, secondary side & protection side for
taking spare unit of transformer in service. For reference purpose, the procedure
for replacing Transformer (Replacement of Faulty phase unit with spare unit is
being explained).

2) The process of taking Spare into service can be done off line only. When once it
is decided to take spare unit in service due to any reasons thereof following
check from NTAMC can be referred.

3) After tripping the transformer, Isolators 765kV--89T- R/Y/B & 400kV- R/Y/B of
all three phases on both sides of transformer-1 are to be opened. Open status to
be confirmed in from NTAMC Scada, from Video & site feedback.

4) Changing of jumpers of 33kV Tertiary bus and Neutral aux. bus from
Transformer Bank-1 –Faulty phase to spare unit needs to be done. The earthing

of transformer is done by closing 765kV side -89T- RE/YE/BE and 400kV side -
89T-RE/YE/BE. Also, the 765kV and 400 kV Transformer Aux Bus Earth Switch
765kV side - 89TAE (located in applicable-phase) and 400kv side 89TAE (located
in applicable phase) respectively to be closed for earthing of spare transformer.

5) Physical jumper connections of Tertiary Bus of Transformer Bank-faulty -phase


are to be opened. These Jumpers are to be used in connection of Spare
transformer tertiary auxiliary bus making correct delta configuration of tertiary.
These connections shall be strictly verified by Substation in-charge/ O&M in-
charge.

6) The Neutral jumper in Transformer Bank-1 faulty-phase is to be disconnected


and the spare neutral bus is to be connected with Transformer Bank-1 Neutral
Bus. The connection shall be strictly verified by Substation in-charge / O&M in-
charge.

7) After ensuring correct connections in primary circuits of 33 KV tertiary and


neutral of spare auto transformer in place of Transformer bank-1 -faulty- phase,
all the Earth switches closed are to be opened viz. 765kV side -89TE- R/Y/B,
400kV side-89TE-R/Y/B and Spare bus E/S 765kV-89TAE (location as per site)
and 400kV side-89TAE (location as per site).

8) Close 765kV side 89T (Healthy phase-1) & 765kV side 89T (Healthy phase-2)
isolator and keep 765kV side -89T (Faulty phase) isolator open. Similarly, Close
400kV side- 89T (Healthy phase -1 & 2) isolator and keep 400kV side-89T
(Faulty phase) isolator open.

9) Transformer Aux bus back to back connected isolators 765kV-89TB – (faulty


phase) is to be closed in 765 KV side and 400kV-89TA-( Faulty phase) on 400 kV
side. Please ensure 765kV-89T-(faulty phase) and 400kV-89T- (Faulty Phase)
are OPEN.

 Note: Isolator Nomenclature may differ from site to site.

10) After completing all above steps, the Spare transformer is ready for taking into
service in place of transformer-1 faulty-phase. Following protection related
steps are to be followed.

11) Requirement of working of CT switching scheme for protection and metering as


per scheme for taking spare unit in service must be ensured by substation.

12) It is mandatory that Protection function of “Transformer-01, healthy phase-1,


healthy phase-2 and Spare transformer protection shall operate and
Transformer faulty phase unit shall not operate”. Requirement of tripping should
be checked & confirmed by site as per scheme. Randomly check the operation of
Master group relays (86 A &B) of 765 kV and 400 kV Main and Tie bays by
simulating body protections of Spare Unit (WTI/OTI/Buchholz/PRD etc). Also

check that on operation of Body/Mechanical protection of faulty phase unit


should Master group relays (86 A &B) of 765 kV and 400 kV Main and Tie bays.

13) After ensuring all the above checks, transformer Bank can be taken into service
after receiving of charging code.

14) After Charging of transformer-1 all the three phase currents are to be checked
and ensured that all CT currents are properly coming.

7.20 Procedure for Taking Spare Reactor Unit

1) All activities related to taking the spare unit are to be carried out by substation
as per standard applicable procedure. Substation shall confirm the completion
of all required activities at primary side, secondary side & protection side for
taking spare unit of transformer in service. For reference purpose, the procedure
for replacing Reactor faulty or removal -phase unit(F) with spare unit (S) is being
explained.

2) For taking spare unit in Service necessary permission from Station In-charge is
required and code for tripping of Reactor is required from RTAMC/CPCC.

3) After receipt of code the Bus Reactor should be tripped as per procedure
shutdown/Outage of Reactors. During manual tripping it is to be ensured that
CSD relay should be in service and the Reactor is to be tripped finally through
CSD only.

4) After tripping, the Reactor isolator’s 765kV-89R of all three phases are to be
opened.

5) Now the Reactor is to be earthed for changing of jumpers of Neutral aux. Bus
from Reactor–faulty phase unit to spare unit. The earthing of Reactor is done
using earth switches 765kV side-89RE- R, Y & B Phases. Also, the Bus Reactor
Aux Bus Earth Switch 765kV-89RAE (In any one phase as per site location)
should be closed for earthing of spare Reactor.

6) The Neutral jumper in Reactor faulty-phase is to be disconnected and the spare


neutral bus is to be connected with Reactor aux. Bus. Additional earthing shall
be done for Reactor faulty phase with neutral. The connection shall be strictly
verified by Substation in-charge / O&M in-charge.

7) After ensuring correct connections in primary circuits of neutral of spare unit in


place of Reactor – faulty-phase, all the Earth switches closed above point are to
be opened viz. 765kV-89RE-R, Y&B Phases and Spare bus E/S (Location as per
site).

8) Close 765kV 89R- (Healthy phase-1 & Healthy phase-2) isolator and keep

9) Reactor Aux bus back to back connected isolators 765kV-89RB – (Faulty phase)
phase is to be closed. Please ensure, 765kV-89R-Faulty phase is OPEN.

10)After completing all above steps, the Spare Reactor is ready for taking into
service in place of Reactor Faulty-phase. Following protection related steps are
to be followed.

11)Requirement of working of CT switching scheme for protection and metering as


per scheme for taking spare unit in service must be ensured by substation.

12) It is mandatory that Protection function of “Reactor- healthy phase 1, healthy


phase 2 and Spare Reactor protection shall operate and Reactor faulty phase
shall not operate”. Randomly check the operation of Master group relays (86 A
&B) of 765 kV Main and Tie bays by simulating one or two body protections of
SPARE UNIT (WTI/OTI/Buchholz/PRD etc). Also check that on operation of
Body/Mechanical protection of faulty ph unit SHOULD NOT TRIP Master group
relays (86 A &B) of 765 kV and 400 kV Main and Tie bays.

13) After ensuring all the above checks, Bus Reactor can be taken into service after
receipt of charging code.

14) Charging of Bus Reactor is to be carried as per procedure.

15) After Charging of Bus Reactor all the three phase currents are to be checked and
ensured that all CT currents are properly coming.

7.21 NGR Bypass Arrangement (To Use Line Reactor as Bus Reactor)

1) Open the Main circuit breaker, Tie Circuit breaker and ensure line is de-
energised by checking voltage and current. Opening line isolator (89L) & reactor
isolator (89LR). Now the reactor is isolated from circuit to insert bypass scheme.

2) Close BY PASS Isolator or CB of NGR.

3) Take the line reactor in to service by closing 89LR i.e. reactor isolator first and
then closing of Main and Tie circuit breaker as per procedure.

To use back line reactor from Bus reactor.


1) Turn off the Main and Tie Circuit breaker & reactor isolator (89LR) and isolate
line reactor being used as bus reactor.
2) Open BY PASS Isolator or CB of NGR.

3) Take the Line reactor in to service by closing (89L) line isolator, (89LR) reactor
isolator, closing Main and Tie circuit breaker as per procedure.

8 Do’s and Don’ts

8.1 Do’s

1) DO remain alert during the shift to meet any emergency and have a close watch
on system parameters.

2) Do ensure the removal of all local earthing at working site before charging the
equipment after returning the shutdown (Confirmation to be taken over phone
from site also).

3) DO CLOSE isolators on either side of Circuit Breaker before communicating


clearance for charging the line from REMOTE end.

4) DO OPEN Circuit Breakers after the system voltage has collapsed (ex: station
dead).

5) DO tag the DO NOT OPERATE / UNDER PERMIT in SCADA Display.

6) DO ensure proper system conditions before synchronizing.

7) DO open the Isolators on either side of Circuit Breaker if it is to be kept in open


condition beyond two & half hour. In GIS Sub-station, CC-AM IOM dated
19.07.2023 should be followed (For reference, enclosed as Annexure-17).

8) DO distribute outgoing and incoming feeders uniformly on both the Main Buses
of Double Main and Double Main & Transfer Bus arrangement.

9) DO operate Main Buses coupled by keeping Bus Coupler in service in case of


Double Main and Double Main & Transfer Bus arrangement.

10)If no testing in bays, protection system is carried out then, DO close Main & Tie
Circuit Breakers of a diameter in one and a half breaker scheme when shut down
of line / Transformer is desired only, after isolation of the respective line /
transformer. In GIS Sub-station, CC-AM IOM dated 19.07.2023 should be followed
(For reference, Enclosed as Annexure-17).

11)DO check the Isolators physically through VMS after operating from remote even
if status in SCADA are showing correct status and record discrepancies if any, in
defect Register.

12)DO check opening and closing of isolator and earth switch are recorded by Event
Logger.

13)DO read the technical circulars issued by CC OS from time to time & implement
the same.

14) Do ensure the removal of all local earthing at working site before charging of
equipment after returning the shutdown.

15) Do add different/separate tags for different PTW and SFT issued on particular
line/bay/equipment and removed one by one when PTW or SFT returned.

16)Do check the line CVT voltage after opening of line from both sides. If voltage
persist in SCADA check the CB status and informed to site immediately for
checking CB poles open status.

17)Refer approved Alarm Handbook (Available on intranet under NTAMC


department) regarding significance of alarms and operator action against the
same.

8.2 Don’ts

1) DO NOT depend on Mechanical / Electrical interlocks only. Ensure conditions


personally over VMS before doing any operation.

2) DO NOT close any Circuit Breaker until Gas pressure/ Air pressure/ oil pressure
is within operating / permissible limits.

3) DO NOT attempt to charge a line when it has tripped after unsuccessful Auto Re-
closure. Recharging of the line may be attempted with due permission of Sub-
station in-charge /Line in-charge /RLDC.

4) DO NOT issue / cancel PERMIT TO WORK / SANCTION FOR TEST on verbal


requests.

5) DO NOT operate unless PERMIT TO WORK / SANCTION FOR TEST is returned in


SAP or physically by the PTW initiating person.

6) DO NOT issue SANCTION FOR TEST on any equipment which is already under
PERMIT TO WORK.

7) DO NOT keep any Circuit Breaker in closed position when the system voltage has
been collapsed.

8) DO NOT operate any Isolator to isolate the system if the circuit breaker has not
been opened or has failed to open.

9) DO NOT attempt to charge Transformer/reactor subsequent to its tripping on


Differential / REF / Buchholz / PRV without detailed analysis, visual
inspection/carrying out by SUBSTATION and / or complete electrical tests done
on the equipment. Recharging of the equipment to be attempted with due
permission of RLDC.

12. General Safety Guidelines.

1) During operation of shift, shift in-charge needs to ensure compliance of all safety
rules by all the concerned. Safety procedures & circulars need to be followed in
order to avoid any likely mis-happening during the shift for the sake of safety to
equipment and human life. The concerned site in-charge and shift in-charge are
required to ensure at least the following:

a) All required safety aspects to be taken care off during shutdown &
maintenance works. Additionally, instructions conveyed vide

i) Safety Circular - CC/AM/Safety/TC/ dated 05.11.18 (Annexure-21).

ii) Safety Circular – CC/Safety/SC-01/28 dated 09.10.19 (Annexure-22).


b) No work on live parts of equipment except in case of Hot Line Maintenance
work.

c) Ensure proper earthing connections are available for the equipment which
work is to be done.
d) Proper isolation and earthing of equipment prior to issue of PERMIT TO
WORK.
e) Ensure testing equipment are properly earthed before powering test kits for
testing.
f) Ensure proper earthing of cranes, man lifts/boom lifts etc.

g) No work without issue of PERMIT TO WORK / SANCTION FOR TEST.


2) No meddling with the switches where DO NOT OPERATES or UNDER PERMIT are
tagged.

13. Cyber Security Operational Guidelines


1) Operator should login with their own credentials (username and password).

2) NTAMC login credentials should not be shared.

3) Operators should not leave their OT & IT systems unattended. Press “ + L” to


lock their running session or log off before leaving desk.

4) Operators must refrain from making any changes in the system’s network or
file settings to prevent any network conflict or system file corruption. In case
of any requirement, the same may be get it done by IT department.

5) Any abnormal movement of mouse on the screen shall be immediately flagged/


informed to IT department/Maintenance team/System Administrator of Cyber
Security.

6) Operators must log off from all systems that are logged in during handing over
to next shift person.

7) No usernames or passwords should be written down in hard copy.

8) In case of any malware alert in NTAMC system, the operator shall immediately
inform the cyber security team for following course of action:

a) If the host based anti-virus has taken “quarantine” or “cleaned” action, same
shall be informed and operator may continue observing for any further alerts
or notifications.

b) If the host based anti-virus has not cleaned up the malware, the system shall be
isolated from the network by removing its LAN cable and same shall be
informed to cyber security team.

9) Information to be reported to Cyber Security team as per Cyber Crisis


Management Plan document.

10) Emails received for any operation or query related to NTAMC system shall be
thoroughly reviewed and same shall be confirmed telephonically from the
sender of the email.

11) Avoid sending emails to personal email and only official email address shall be
used for electronic communication.

12) Avoid clicking on any attachments which are received from Non-POWERGRID
email IDs. Mail coming external IDs will be highlighted in the mailbox as shown
below:
