Sub :- Construction of Jogulamba Gadwal District
Court Building- Request- Regarding.
We, the learned members of Bar Association, Gadwal,
Jogulamba Gadwal District would like to respectfully
submit the representation in respect of the matter that, the
Government of Telangana State is proposed to establish
New Court Complex in all the District Head Quarters in
the Telangana State. Firstly, we are expressing our
grateful thanks to the Legislature of Telangana State.
That, the Hon'ble High Court for the State of Telangana is
also making a grateful efforts to achieve the ambit of the
State Government to meet the justice for the people
concerned.
We humbly submit that, in the Jogulamba Gadwal District
the District Judicial Headquarters situated at Gadwal
Town is also proposed to shifting the District Court
Complex to the land in Sy.No.368 situated at Poodur
village of Gadwal Mandal, by constructing a New Court
Complex.

We humbly submit that, the present District Court Complex is having an extent
near about Ac.2-20 guntas situated at prime locality in the Gadwal Town. In the present
District Court Complex there is more than Ac.1-20 guntas of land is available to
construct a New District Court Complex with all amenities. So, the present place of
District Court Complex is very comfort and convenient to the litigant people to
commute their court works as the court complex is near by the District Civil Hospital,
Agricultural Market, Vegetable Market, Railway Station, R.T.C. Bus Stand, the
Revenue Divisional Office and the Tahsil office, Gadwal Mandal etc.. We humbly
submit that, the present District Court Complex is very suitable to the litigant people to
attend their court works as stated above and apart from the litigant people can easily
attend to the court works and after their completion of works they can easily get the
transportation such as R.T.C. Bus, Train and other Transportation to went their
destination. But, the proposed area for the construction of District Court Complex is
distance more than 8 Kms from the present court complex and as well from the R.T.C.
Bus Stand and Railway Station also. That, in the proposed area for the construction
of District Court Complex is located at more than 1 Km. from the main R & B Road
and also it is the isolated area as there are no human dwellings in the vicinity as it is
covering with shrubs and also deep valleys are covered. So, the said proposed area
is not suitable to live the Judicial officers in the quarters. The litigant public also unsafe
in respect of their lives. Because, in the litigant people, old aged persons (Senior
Citizens), women, children will use to come the courts to meet the justice. But, the
proposed land is isolated keep away with human beings and nobody will use to go to
the said proposed area except the litigant people. Moreover, in the proposed area for
the construction of New Court Complex does not available any food items. Even, the
litigant people to commute the court complex after they reached to Railway Station,
Bus Stand at Gadwal Town it will takes minimum 45 minutes to reach the proposed
New Court Complex by getting Auto Rickshaws or Private Taxies. So, it is heavy
expensive to the litigant people. It is submitted that, there is an Historical Temple of
Goddess "SRI SRI SRI JAMMULAMMA DEVATA" situated at Main Road,
Jammichedu village. That, the said Sri Sri Sri Jammulamma Devata is powerful
Goddess and

famous deity. So, a large number of people in thousands will used to visit the Sri Sri
Sri Jammulamma Devata. And moreover, from the month of Sravana to Jesta Maasa
the pilgrims will comes more than thousands of people. Particularly, in the Nadigadda
and some area of Andhra Pradesh, Karnataka and Maharastra people will visits to the
temple from the month of MAAGHA TO JESTA MAASA as there are number of
marriages will performs in their families and on the eve of the marriages the people
will performs special poojas (MOKKUBADULU) in the temple of Goddess
Jammulamma Devata. So, the road always crowded with the pilgrims near about 4
kilometers from the Gadwal Town to Jammichedu village. So that, the main road will
jams by heavy traffic with thousands of vehicles and pilgrims. The said Jammichedu
amidst to the Gadwal Town and village is situated proposed New Court Complex area.
Sometimes, if there is causes any late after 5-30 P.M. to completing their work in the
court the litigant people could not able to go their destinations as there is no frequent
transportation from the proposed area.
We humbly further submit that, the Advocates who are practicing in the Bar
Association Gadwal also will suffer to go and come to attend the court works as there
is no feasibility to carry all the material papers, files of every needful stationary with
them. That, it is very inconvenient, if any documents or papers will urgently require to
produce before the courts. That, a minimum 11⁄2 hours will takes to get from our offices
concerned. So,the valuable court time will also be causes waste.
We humbly submit that, the above representation has been submitted before
the Farmer District Administrative Judge (Portfolio Judge) and also have conveyed the
said problem at the time of appointments given by the Hon'ble Justice Smt. Surepally
Nanda garu.
A. That, apart from the present District Court complex, Gadwal the land
near about extent Ac.6-00 of land in Sy.No. 691 covered by the Revenue
Divisional Office, Tahsil Office, Nursery, Smruthi Vanam, R & B Guest
House will be allot for the purpose New District Court Complex. The said

premises are abutting and beside to the present District Court Complex.
( Which was not considered by the District Collector).
That it is pertinent to note that the District Collector has addressed a
letter to the Hon’ble Principal District and Sessions Judge, Gadwal vide
Lr.No. F2/738/2019 dt: 17-12-2024 stated that in the said place old
Collector Office ( presently running Irrigation Office and other offices are
there in extent of Ac. 11-30 Gts., it is submitted that, all the said
offices are in dilapidated condition as the said structures are constructed
more than 40 years ago. So, there is every possibility to hand over the said
extent of Ac. 11-30 Gts., for the construction of District Court Complex.
B. The proposed site which was allotted for construction of New
Court Buildings in Sy. No. 368/2 is different with the sketch map of the
surveyor, because the land in Sy. No. 368/2 is far away from the
proposed site. So, both which ever the land is visited by the Collector
and the land actually allotted to the Court Complex is quite different. But,
the Collector without applying any mind in this matter, he is deciding to
finalize the site by the influence of political leaders. It is nothing but
playing fraud by misrepresentation.
It is humbly submitted that, recently a survey was conducted at
P.J.P. Camp, Gadwal Town and it is found that an extent Ac. 6-7.5 Gts.,
is available admist of Collector Office, Jogulamba Gadwal and
S.P.Office Jogulamba Gadwal as shown as “1” in the annexed map herewith
and moreover, in the said P.J.P., Camp, Gadwal Town besides to the Item
No.1 of the said map there is land Ac. 6-0.56 Gts., is available as shown
as “2” in the annexed map herewith. So, it is very convenient to construct
District Court Complex either in place of “1” or “2”.

It is, therefore, we are hereby requesting your lordship that, may kindly take
necessary decision to construct new court building in the present court complex as
there are so many complications in respect of other proposed land, in the larger
interest of Justice.
