1 - Definition of "Foreign Post"


The term foreign post applies to the Postal Services which do not come within
the definition of "Inland Post".

2 - Categories of Foreign Postal Articles


Postal articles exchanged in foreign post are broadly divided into two
categories viz., "Letter Post" and "Parcel Post".

3 - Universal Postal Union (UPU)


Established in 1874, the Universal Postal Union (UPU), with its headquarters
in the Swiss capital Berne, is the second oldest international organization
worldwide. With its 192 member countries, the UPU is the primary forum for
cooperation between postal sector players. It helps to ensure a truly universal
network of up-to-date products and services. In this way, the organization
fulfills an advisory, mediating and liaison role, and provides technical
assistance where needed. It sets the rules for international mail exchanges
and makes recommendations to stimulate growth in mail, parcel and financial
services volumes and improve quality of service for customers.

The UPU consists of 4 bodies :

(i) The Congress : Congress is the supreme authority of the Universal Postal
Union (UPU) and meets every four years.

(ii) The Council of Administration : The Council ensures the continuity of the
UPU's work between Congresses, supervises its activities and studies
regulatory, administrative, legislative and legal issues.

(iii) The Postal Operations Council : The Postal Operations Council (POC) is
the technical and operational mind of the UPU and consists of 40 member
countries, elected during Congress.

(iv) The International Bureau : Fulfilling a secretariat function, the


International Bureau provides logistical and technical support to the UPU's
bodies.

The 27th Universal Postal Congress will be held from 9 to 27 August 2021 in
Abidjan, Côte d'Ivoire (Africa).

4 - Asian-Pacific Postal Union


The history of the APPU dates back to a postal roundtable held in Manila in
1961. At that meeting 18 countries met to draw up the Asian-Oceanic Postal
Convention, which came into force on 1st April 1962. Thus the Asian Pacific
Postal Union was born and in due course additional members have made it
an inter-governmental body of 32 countries. India joined APPU in 1973.

The APPU was based in Manila for the first 40 years of its history in
recognition of the role played by the Philippines Government in its
establishment. Since 2002 the APPU moved to Bangkok and the Director
position was open to election by the member countries. The Director is
chosen at the APPU Congress for a term of four years, with a maximum of
two terms.

APPC aims to be a highly valued centre of excellence for all postal and
related training for the Asia Pacific region and beyond. APPC aim’s to
educate, inspire and motivate all attendees to the college through practical
and innovative training methods that will equip them to meet the future
challenges of the postal sector.

The APPU is made up of the three bodies of Congress, Executive Council


and APPU Bureau.

6 - Definition of "Letter Post"


In the foreign post the term "Letter Post" (also referred to as
'correspondence") applies to the following classes of postal articles :
Letters
Postcards
Printed papers (including Books & Registered News Papers)
Small Packets
Literature for Blind

Note : Aerogrammes are also included in Letter Post.

The following rates for postage shall be chargeable on the gross weight of an
M Bag of printed matter when the postage is prepaid, namely:

12 - Manner of Prepayment of Postage


Postage may be prepaid in cash at certain important Post Offices specially
authorized for this purpose when senders desires to post large number of
unregistered packets. A minimum of 500 packets in big cities and 250 in small
towns will have to be posted at a time for availing this facility. Certain post
offices in Mumbai, Kolkata, Chennai, Nagpur and Delhi are also authorized by
the HoC to realize the postage and registration fee on ordinary registered
articles of letter mail in cash provided the sender uses special registered
journals for booking of registered articles and the total number time is not less
than 50.

14 - Delivery in the country of destination


Articles are delivered in the country of destination according to the internal
legislation and regulations and this varies widely from country to country. The
Indian Postal Department is not responsible for the manner in which an article is
delivered or returned undelivered if it is done in accordance with the legislation
and regulations of the country of destination.

16 - Withdrawal from post and alteration of address


The sender of the foreign article can have the article withdrawn or its address
altered without reference to or consent of the addressee so long as it has not
been delivered to the addressee, or confiscated or destroyed by the competent
authorities of the country in which the article may be for the time being or has
not been seized by virtue of any law of the country of destination. The sender
should submit a written application accompanied by a fee of 30/- (for recall) in
the form of postage stamp and a sealed cover containing a statement of reasons
for withdrawing the article or altering the address. The application may be
handed over in any Head or Sub Post Office.

1 - Prepayment of postage in cash for unregistered packets


Minimum 500 in big cities and 250 in small towns

2 - The sender should submit a written application accompanied by a fee of ₹ 30/- (for recall) in the
form of postage stamp and a sealed cover containing a statement of reasons for withdrawing the
article or altering the address.

3 - The application for withdrawal or alteration of address may be handed over in any Head or Sub
Post Office.

18 - Period of detention and warehousing charges


Warehousing charge of Rs.5/- per day is levied for inward foreign packets (or
bags) of printed papers and foreign small packets weighing more than 500
gms and inward value payable packets (or bags) of printed papers weighing
more than 500 gms (No warehousing charges are levied on letters and
postcard). Articles (except VP) addressed "Poste Restante" are charged after
7 days and detained for 1 month. VP articles addressed "Poste Restante" are
detained for 7 days.

22 - Correspondence for the personnel of Indian Armed Forces serving


outside India
Articles for the personnel of Indian Armed Forces serving outside India
should be addressed to 56 APO or the Fleet Mail Office, Mumbai. Such
articles should be prepaid at inland rates and will be treated as inland
articles for all purposes. They are not exempt from postal charges.

23 - Customs Declarations and other formalities connected with outward


articles
Letter post items containing dutiable goods (where admissible) and all
small packets should be accompanied by customs declaration forms.
There are two types of declaration forms i.e., Form CN22 and Form
CN23. CN22 is used for articles of value below SDR 300. CN23 is used
for articles of value SDR 300 or above.

The limits of size of items other than postcards and aerogramme are given
below:

Maximum : length, width and depth combined : 900 mm, but the greatest
dimension may not exceed 600 mm, with a tolerance of 2 mm;
In roll form : length plus twice the diameter : 1,040 mm, but the greatest
dimension may not exceed 900 mm, with a tolerance of 2 mm.

Minimum : to have a surface measuring not less than 90 x 140 mm, with a
tolerance of 2 mm;
In roll form : length plus twice the diameter : 170 mm : but the greatest dimension
may not be less than 100 mm.

The limits of size of Post Card is given below :


14 cm × 9 cm (length and breadth).

The "Printed Paper" Service in the foreign post corresponds to the "Book Packet"
Service in inland post with some variation in the conditions. Earlier Printed Paper
service was available for two categories viz., ordinary printed papers and registered
newspapers. The service “Registered News Paper” has now been discontinued.

43. Bulk Bag System (Now referred as M or Mail Bag)


The system of 'Bulk Bag (M or Mail Bag)' is available for despatch / receipt of special
bags of printed papers to/from addressees/senders in foreign countries.

Printed papers for the same addressee at the same addresses may be inserted in
one or more special bags. The bags shall be so closed as to enable the post office to
inspect the contests. Each bag shall weigh not less than 5 kg and not more than 30
Kg. Registration charge for M Bag of printed matter is Rs.750/-.

Application for M Bag facility should be made to the Head of the Circle through the
post office where it is proposed to post.

57. General : Except for a few countries, air mails in the international post
are subject to additional surcharges or special combined air-cum-postage
charges. For the purpose of surcharges articles are broadly divided into two
groups commonly known as L.C (Letters et Cartes meaning Letters and
Cards) and A.O (Autres Objects or Other Objects).

58. Aerogrammes : Aerogramme is a category intended for transmission


exclusively by air and has no corresponding category in the surface mail
(when it is transmitted by surface for any reason it is treated as a letter). An
aerogramme should not weigh more than 3 grams

69. Advice of Delivery : The sender of a registered article may obtain an


advice of delivery (similar to the "acknowledgement" in the inland post) for a
registered article by paying the requisite additional fee. The indication "Avis
de reception" (Advice of Delivery) or the stamp impression A.R. should be
made in bold letters on the address side.

71. Liability of the Post Office


Compensation policy for Registered Letter Post :
The compensation to be paid in respect of International Registered article booked
in Post Offices in India in case of loss / total theft / total damage are as under :
For loss / total theft / total damage of International Registered article - 30 SDR*
For loss / total theft / total damage of International Registered M Bag - 150 SDR*
*At prevailing rates

SDR stands for Special Drawing Rights, an international reserve asset created by the International
Monetary Fund (IMF) in 1969 to supplement member countries' official reserves. It is not a currency but a
unit of account based on a basket of five major currencies: the U.S. dollar (USD), Euro (EUR), Chinese Yuan
(CNY), Japanese Yen (JPY), and British Pound (GBP). The value of SDRs is calculated daily by the IMF
based on the weighted values of these currencies.

No indemnity is payable for the loss of or damage to the contents of Registered


articles or Registered bulk bags.

76. Insurance
Among the various letter post categories only letters can be sent insured in the
foreign post to the selected countries.

77. Insured value and insurance for inland transit


The maximum amount up to which letters can be insured varies according to the
destination and the route followed. However, the insurance amount in no case
should not exceed the limit adopted for inland post.

It is also permissible to insure letters only for the inland transit if insurance
service not available in the country of destination. Such letters will be treated
insured letters only while in transit within India and as registered letters beyond
the limits of India and in such cases the liability of the Post Office for loss, if any,
would depend upon the place where the loss occurs.

2 - Among the various letter post categories only letters can be sent insured in the foreign post to

be insured for only inland transit for the countries for which insurance is not available.

90. International Reply Coupons


The international reply coupon (IRC) allows someone sending a letter to another
country to pay for the postage for the reply in advance. When the sender writes a
letter to a foreign addressee that requires a response, they can purchase an IRC
and enclose it with their letter.
The IRC will entitle the addressee to one or more return postage stamps
representing the minimum postage for an unregistered priority item or airmail
letter to a foreign country. In short, stamps obtained in exchange for IRCs can be
used to reply to the sender.

International Tracked Packet :


International Tracked Packet is specially designed to cater to​ the needs of
eCommerce for sending shipments to Asia Pacific region. The general maximum
limit of weight for international tracked packet is 5 kg, which is subject to the
maximum acceptable weight limit prescribed by the destination country,
whichever is lower.

Compensation for loss/damage (In case of the loss or damage of the ITPS article
or content thereof, the compensation shall be restricted to Rs One thousand (Rs
1000/- ) or the actual value of the contents damaged or lost whichever is less.

Currently ITPS is available in 46 countries.

94. Agreements Governing Exchange of Parcels


The International Parcel Post Service with most countries is regulated on the
basis of the Universal Postal Union Parcel Post Agreement.

95. Postage
The rates of postage payable on foreign parcels are closely related to the actual
cost of handling and conveyance and vary considerably for various parts of the
world. Foreign parcel is always registered.

96. Dimensions
Maximum : The length should not exceed 1.05 metre. The sum of the length and
the greatest circumference measured in a direction other than the length should
not exceed 2 metres

Minimum : A parcel should have a surface measuring not less than 90 mm x 140
mm.

97. Limits of weight


The general maximum limit of weight for Parcel is 20 kgs which is subject to the
maximum acceptable weight limit prescribed by the destination country,
whichever is lower.

101. Documents to be furnished along with the parcel at the time of booking
Foreign parcel should always be accompanied with custom declaration and
despatch note.
Customs Forms used:
CN22: For articles of value below SDR 300.
CN23: For articles of value SDR 300 or above.

104. Undelivered inward parcels


(a) Period of detention and warehousing charges
If addressee fails to take delivery of it within seven days following the date of its
first presentation or the date of delivery to him or to his accredited agent of an
intimation of its arrival, a warehousing charge at the rate per day commencing
from the eighth day, shall be collected from the addressee at the time of delivery.
'Post Restante' parcel is charged with warehousing charge from eighth day of its
arrival at the office of delivery if delivery not taken within seven days. Such
parcels except VP parcels are detained for a period not exceeding one month in
the office of delivery. VP parcels addressed 'Post Restante' are detained for only
for a period of seven days.

(b) Redirection
An inward foreign parcel redirected (only if addressee or his agent has given
written instruction) to any place in India will, save where the original address and
the substituted address are within the delivery areas of the same post office, or
within the same post town, be chargeable with a redirection fee amounting to a
sum calculated on weight at half the rates of postage for parcels.
Inward foreign parcel can also be redirected outside India if parcel satisfies the
conditions for further transmission and the service is available. The additional
postage (which will be equal to the postage on a parcel of the same weight to the
new destination) is normally collected from the addressee but it can also be
prepaid by the agent of the sender or the addressee in India.

109. Air Parcels


Air Parcel Service is available for only certain countries. Air Parcels must bear on
the top left hand corner of the address side the special blue airmail label
containing the indication "Par Avion - By Air Mail"

113. Insured parcels


Foreign parcels addressed to certain countries can be insured for their entire
transmission. the limit up to which a parcel can be insured varies according to the
country of destination and also according to the route if more than one route is
available for any country.

114. Insurance for inland transit


Parcels addressed to countries for which insurance service is not available can
be insured for the inland transit alone. Such inland insurance covers only risk
occurring inside the territory on India.

115. Compulsory insurance


Parcels containing coins, bank notes, currency notes, any kind of securities
payable to bearer, platinum bullion, precious stones, jewellery, or articles made
wholly or partly of gold or silver will be accepted for transmission by foreign post
only if the sender agrees to have them insured. If the parcel is addressed to a
country for which insured parcel service is not available, it will have to be insured
for the inland transit.

Export and import of gold, currency notes and coins is permitted only under
license from Reserve Bank of India.

1 - Air Parcels must bear on the top left hand corner of the address side the special blue airmail label
containing the indication "Par Avion - By Air Mail"

2 - Parcels addressed to countries for which insurance service is not available can be insured for the
inland transit alone.

116. Insured value


A foreign parcel may be insured for a value not exceeding the limit of insurance
for the country and not exceeding the actual value of contents.

Foreign parcels posted in branch offices cannot be insured for more than
Rs.600/-

124. Compensation for loss, damage or abstraction of contents


In the case of loss, total theft, total damage of international parcels booked in
Post Offices in India, below mentioned compensation is payable :

For loss / total theft / total damage –


Up to 40 SDR* per parcel and 4.50 SDR* per kg.
*1 SDR = INR 117.88 ( For 2025)
