ARAL Program Implementation Plan

Part I: Background Information

A. Rationale

Despite being in high school, there remain learners who still

struggle with reading. Based on the reading assessment, 285
students are three grade levels below their expected reading
capacity and remain at the frustration level. This affects not only
their academic performance but also their confidence and
motivation.

To address this urgent need, the Department of Education

issued the Academic Recovery and Accessible Learning
(ARAL) Program under DepEd Order No. 018, s. 2025, which
provides systematic interventions to address learning loss in
reading, mathematics, and science. This program ensures that all
learners are given the opportunity to strengthen foundational
literacy skills.

Thus, Datu Andiam Manza National High School will implement

the ARAL Program to provide intensive, structured, and sustainable
reading interventions for struggling readers.

B. Objectives of the Program

1. To reduce the number of learners who are three grade levels

below in reading and at the frustration level through
structured interventions from ____ to ____ by the end of SY
2025-2026.

2. To improve the reading fluency and comprehension of 80

percent of ARAL beneficiaries by the end of the school year.

3. To strengthen collaboration among school administrators,

teachers, tutors, parents, and the community in fostering a
reading culture.

4. To establish sustainable reading resources and capacity-

building mechanisms for long-term literacy development.

The program targets 285 learners across four grade levels who are
three grade levels below their reading capacity but remain in the
frustration level:

Grade Level Male Female TOTAL

Grade 7 43 20 63

Grade 8 53 27 80

Grade 9 25 15 40

Grade 10 18 10 28

TOTAL 139 72 211

D. Expected Outcomes and Results

1. At least 80 percent of beneficiaries will improve by one or

more reading levels by the end of the school year.
