Summary

As discussed in PR #21085, the mem_usage , Microsoft data creates a scenario where mem_usage replicates the same data as the mem_private_usage chart.

The final conclusion was that we should hide this chart on Windows, which is precisely what this PR accomplishes.

Test Plan
  1. Compile this PR on Linux and verify chart is there.
  2. Compile this PR on Windows and verify chart is not there.
