A RESOLUTION
EXPRESSING THE NEED OF THE COUNCIL THAT THE PASSAGE OF
AN ACT REGULATING COUNCIL MEMBERS IN SESSIONS OR
SPECIAL MEETINGS IS IMPORTANT TO SET THE GUIDELINES FOR
PROPER DECORUM OF COUNCIL MEMBERS PRIOR TO, AND
DURING COUNCIL SESSIONS OR SPECIAL MEETINGS TO ENSURE
ITS SMOOTH COURSE. THIS ACT WILL SERVE AS THE GUIDLINE
FOR FUTURE CPSS ADMINISTRATIONS.
WHEREAS, the Carolinian Political Science Society is the co-curricular
organization sponsored and overseen by the Department of Political Science. The
Society helps its members fulfill the duties and responsibilities of every
Carolinian student - integrity, professionalism, excellence, commitment, social
responsibility, evangelization, and leadership;
WHEREAS, to inculcate these values to the Council Members, the need to
conceive an act that will serve as the basis for the behavior of the Members is
perceived;
WHEREAS, as in the Philippine Congress, each House may determine the
rules of its proceedings, punish its Members for disorderly behavior,
and, with the concurrence of two-thirds of all its Members, suspend or
expel a Member;
WHEREAS, this act will ensure the proper flow of the Regular Session
or Special Meeting, to not diverge on any matter aside from those in the
agenda;
WHEREAS, the Carolinian Political Science Society will hold its
Regular Session every 3 rd Sunday of the Month. The President may call
for Special Meetings at any time when the need arises;
WHEREAS, a Council Member is deemed late if he or she is unable to
arrive on time during Regular Sessions and Special Meetings. He or she
is deemed absent if unable to attend the Regular Sessions and Special
Meetings, at all. A Council Member is given at least an allowance of
fifteen (15) minutes before being proclaimed late. An excess of the
allotted time will consider the Council Member absent, but still be able
to participate;
WHEREAS, a fine of Twenty Pesos (PHP 20.00) will be imposed to any
Council Member who will arrive late, and a fine of Thirty Pesos (PHP
30.00) will be collected from any member who is deemed absent on
Regular Sessions only. The collected fine will then be given to the Chair
of the Finance Committee. The General Secretary or Undersecretary will
note any late or absence and write down the incident on the Minutes of
the Meeting;
WHEREAS, any improper behavior, to the discretion of the Presiding
Officer, committed by any Council Member will be reprimanded by him.
The General Secretary or Undersecretary will record the incident on the
Minutes of the Meeting;
RESOLVED, that the passage of the Act is important in order to fully instill
discipline within the Council Members, and will generate other means of funding
for the reason of the fines specified in this Resolution.

undersigned, hereby certify that the foregoing Resolution Number __________
was duly adopted by the Carolinian Political Science Society.
