QUESTION 1
HIRARC is a short form for Hazard Identification, Risk Assessment and Risk Control. It
includes three major components which are Hazard Identification, Risk Assessment and Risk
Control. According to Department of Occupational Safety and Health Malaysia (2008),
hazards can be defined as a condition or a source of harm to human, property and also
environment. Thus, hazard identification means the process of identification of undesired
occasion which can cause hazard. The second component is Risk Assessment. Risk can be
defined as a combination of the likelihood of an occurrence of undesired event which can
cause hazard and the severity of the damage and injury to human health, property and
environment with a specified circumstances and period. Meanwhile Risk Assessment means
the procedure of assessing the risk to health and safety due to hazards at work. Risk Control
means the procedure of implementing measures to lower the risk of hazard.

HIRARC serves several purposes such as to identify the causes of harm that can occurred to
workers and others (the hazards), to review the chances of getting harm in the circumstances
of a particular case and the feasible severity that could happened from it and last but least, to
enable workers to plan, introduce and monitor preventive measures to ensure that the risks
are under control at all times. HIRARC process requires 4 steps, including, the classification
of work activities, hazard identification, conducting risk assessment by calculating or
estimating and decide if the risk is tolerable and apply control measures.
