I. PROJECT TITLE : SOLAR POWERED CCTV CAMERA PROJECT FOR
BARANGAY COTTA, LUCENA CITY
II. PROJECT SITE : Brgy. Cotta ( Purok Bagong Silang, Bagong Sinag, Buklod,
Tulungan, Pagkakaisa, Matahimik Isla, CNHS and South 2)
III. DURATION: April 2022
IV. RATIONALE AND BRIEF BACKGROUND :
Cotta is a one of the barangay in the city of Lucena. Its population as determined by
the 2020 Census was 21,603. This represented 7.75% of the total population of Lucena. Due
to the COVID 19 pandemic, there are more and more unwanted and unavoidable situations
happening in society. To further assist the city to carry out its Peace and Order Programs, it is
essential that frontline services such as the Barangays be immediately informed thru the right
technology. This is purpose is not only to maintain peace and order, but also to react swiftly
on emergency situations.
V. EXECUTIVE SUMMARY:
Our project proposal is about the installation of solar powered cctv cameras in
Barangay Cotta,Lucena City. This proposal will make the Barangay more secure since there
are no cctv cameras installed in the vicinity of the said Barangay.We chose solar-powered
security camera than a regular security camera because the device is a lot easier to install.
There is no need to connect cctv camera to wiring systems to keep the devices
powered.Solar-powered security cameras are also more convenient to use than regular
wireless security cameras without solar panels. The latter require battery replacement or
recharge every few months so you must take them down and then put them back up, which
may feel like a hassle. Furthermore, while solar-powered security cameras can record
continuously, regular wireless security cameras stay mostly in power-saving mode to
conserve battery power and only wake up when they detect motion. This switch introduces
delays that can make these cameras miss important moments. Succeeding this proposal, it
might be a good opportunity for all of the residents to have a good kind of security every
time they walk at night or to mitigate the crimes happening in the said Barangay.
VI. PROJECT DESCRIPTION:
The equipment and devices will be deployed within the vicinity of Barangay Cotta,
Lucena City. Particularly to those areas which are prone in crimes . Like Purok Bagong
Silang, Bagong Sinag, Buklod, Tulungan, Pagkakaisa, Matahimik Isla, CNHS and South 2.
In every purok there are 3 CCTV cameras installed. This project requires the complete set-
up of Solar Powered Security Cameras. Solar-powered security cameras are standalone
devices that do not require hard-wiring to set up. They draw power from solar panels
(bundled or sold separately) and offer users better flexibility than wired security cameras.
How Do Solar-powered Security Cameras Work? - Solar-powered security
cameras rely on small solar panels that convert sunlight to electricity to charge the
cameras' built-in rechargeable batteries. Integrated inverters in the security cameras can
also convert direct current (DC) power from solar panels into alternate current (AC)
electricity to provide power when the sun is out. Power stored in their rechargeable
batteries during the day is another way that solar-powered security cameras keep working
through the night.
Solar-powered Security Cameras Are Better Than Regular Ones - Unlike wired
security cameras, solar security cameras do not require running wires to connect them to power
sources. They connect to home security systems via a Wi-Fi connection rather than data cables.
Therefore, they're truly wireless security solutions and easier to install. With wired cameras, you
need to put them on walls where power cables run or close to wall outlets. In contrast, you can
install additional solar-powered security cameras anywhere, even if there isn’t an outlet nearby.
Features of Solar-powered Security Camera- As for the best solar-powered security
camera needed for this project, we will consider the following key features: camera resolution,
field of view, solar panel wattage, night vision, motion activation, remote monitoring and
smartphone alerts. Camera resolution determines the sharpness of the security footage captured
by the security camera. Look for a model with a high-definition (HD) camera or sharper. Field of
view describes the camera's coverage. A wider field of view is always better for a security
camera. Night vision and motion activation indicate whether the camera can see at night and start
recording when it detects motion within its coverage area. The wattage of the solar panel paired
with a security camera indicates the amount of electric power it can generate from sunlight. A
panel with a higher wattage charges the included battery faster and delivers more power to the
security camera. Smartphone alerts and remote monitoring are features are also helpful for easy
monitoring.
Solar-powered Security Cameras Continue to Work on Cloudy Days/Weatherproof
-The solar panels connected to solar security cameras can still generate power on cloudy and
rainy days because excess power stored in their rechargeable batteries on sunny days can help
them through days with cloud cover, although they won’t be recouping as much power for the
next day.
VII. OBJECTIVES:
To assure peace, order and public safety of the constituents of the barangay.
- To increase the level of safety of the residents and commuters.
- To reduce possible cases of crime such as rape and theft.
- To help save energy consumption and reduce emission of greenhouse gases.

X. BENEFITS
Monitoring
-Remote monitoring – It can monitor the behaviors of residents or outsiders in the
Barangay.
- Receive warnings in advance – CCTV can alert the users of any suspicious activity
happening in the Barangay.
Security
-Reduced fear of crime – knowing that the Barangay of Cotta will be protected by the
CCTV, this will give criminals the feeling that security must not be underestimated.
-Increase deterrent – CCTV systems will greatly discourage thieves to steal or to
create a crime because once they realized that the Barangay is protected by a CCTV
there’s a big chance that they will go somewhere else.
- Evidence – CCTV is one primary source of evidence when an unwanted situation
happened in the Barangay.

XIII. IMPACT TO THE COMMUNITY
A. Is it Gender Sensitivity?
Yes it is. Because everyone will benefit from this project, whether you are lesbian, gay,
transgender, girl or boy.Everyone will be even more protected, especially the women who have
passed by, men who are drinking , gays with rackets every night, lesbians who come home late
because of work. All gender is accepted in this project proposal . They are all equal.
B.Is it Economically Viable?
This project is also economically Viable because the economic benefits of the project exceed its
economic costs, when analyzed for society as a whole. The economic costs of the project are not
the same as its financial costs. This project will be using the least expensive product among an
array of options that produce the same output. Unlike wired security cameras, solar security
cameras do not require running wires to connect them to power sources. They connect to security
systems via Wi-Fi connection rather than data cables. Therefore, they're truly wireless security
solutions and easier to install. The installation of this devices is economically viable for it will
reduce people time/labor and eliminate jobs. Thus, this project can be done e or obtain sooner,
will reduce cost, and may have increase quality and quantity.
C. Is it Technically Viable?
This project proposal is technically viable for it benefits the residents by providing them a high
quality resolution to capture and record videos. The solar cameras can come equipped with a
storage battery the technology and proved that these systems are the most cost-effective way it
works 24/7 and 365 days to record and monitor the irsecurity. It is also helpful especially if you
are not physically available. Still, you are able to watch those activities running on site through
the help of solar cameras can also address the problem of not having a reliable infrastructure or
local source of electrical power.
D.Is it Environmentally Viable? As compared to other energy sources, solar energy has the
least negative impact on the environment. Since it is solar-powered, it’s energy source is eco-
friendly and self-sustaining for it can generate electricity with solar panels with no greenhouse
gasses unlike fossil fuels which can generate harmful emissions. It doesn’t use running wires and
last longer than the usual cctv camera which will lessen the waste disposal. Also, with solar-
powered security camera, there are minimal infrastructure requirements allowing to leave the
natural environment untouched.
E. Is it Social Acceptability?
Yes our project proposal is social Acceptability because it can be a really big help for the people
of Barangay cotta and for the passer by to be safe. Our solar-powered CCTV can monitor even
though it’s night time and as we talk to the assistant of barangay captain of barangay cotta
Secretary Leonilily Enopia many puroks of barangay cotta is prone areas on riots, holdaps,
snatchers and accidents and they need more CCTV to monitor other Puroks and the most puroks
need CCTV is in “Linang” and as Secretary Enopia said Their Barangay have to be a high
security system for the people of barangay cotta. This are the Prone areas that Secretary Enopia
