II. Project Description
A. Brief Summary of the Project
The local government unit of General Tinio is aspiringly and in progression of providing
each barangay with multi-purpose building. Due to financial constraints, some of the
barangays and that include barangay Concepcion, will have their facilities constructed as
per availability of funds.
This project will have a great impact to the community for it will provide a descent venue
for their community-based, socio-cultural and economic activities. On the other hand, it
will serve as temporary shelter to the affected families during times of man-made and
natural calamities.
B. Problem Statement
The problem that the barangay has been facing is that there was no permanent place to
accommodate number of families that is stable and safe as far as public safety is concern,
especially when adversities threaten the barangay. No recreational place that would
accommodate people for enjoyment especially holding sports activities and other related
cultural shows without any interruption of bad weather. No place conducive for barangay
assemblies, meetings and other related gatherings in the barangay.
During the past catastrophes, our evacuees were temporarily sheltered at barangay hall
and some families were being housed in school buildings wherein that places cannot be
suitable to accommodate large number of families as far as individual health of evacuees
is concern.
At present the local government unit is looking into consideration for the construction of
Multi-Purpose Building that will serve as a place for recreation, stable, conducive and
permanent place for evacuation, which would really answer the need of the barangay
inhabitants where they are directly affected to adversities.
C. Project Goal and Objectives
The proposed project is aimed at providing a conducive venue for gatherings which will
promote overall wellbeing for the citizens of the barangay and the municipality. The
project can also be utilized as an evacuation center during times of disaster.

The project management team oversees the construction of the multi-purpose building
with a comprehensive monitoring and evaluation framework. The team closely monitors
construction progress, budget allocations and project quality standards. Stakeholder
engagement and environmental impact assessments are prioritized. Adherence to timelines
ensures, after construction, the focus shifts to occupancy, utilization, and the use of impact
on the community through meticulous analysis. The team also ensures the building’s
functionality, sustainability and positive influence on the community.
V. Project Sustainability
To ensure project sustainability, the municipal and barangay government unit shall
organize Operation and Maintenance Group for the project. Maintenance operation, schedule
and activity plan has to be prepared by the group leader and its members.
Regular evaluation has to be conducted by the maintenance group and submit reports to
Local Chief Executive for updates of project situation and status.
VI. Risk Management
Certain weather conditions such as typhoons/storms can cause delays in the project
implementation. Cooperation, positive attitude and outlook on compliance to policies and
requirements by all government offices concerned would greatly help facilitate the
implementation of the project.
