SUBJECT: Guidelines on the Sub-Allotment and Transfer of Funds to


Selected Department of Health (DOH) Hospitals for the
Implementation of the DOH Nurse Certification Program for CY
2024

I. Rationale

In order to ensure the quality of learning interventions for registered nurses, the
Department of Health (DOH) has established competency-based nurse development
programs one of which is the DOH Nurse Certification Program by virtue of Department
Order No. 2012-0181, entitled “Guidelines on the Department of Health Nurse Certification
Program (DOH NCP)”. It provides the structure and mechanism for the establishment and
implementation of competency-based learning interventions and development for nurses,
which adopts a career-level progression directed towards certification in a specialty area.

To support select DOH hospitals in the continuous implementation of the NCP, the
DOH through the Health Human Resource Development Bureau (HHRDB) sub-allot shall
funds based on the following performance indicators: the utilization rate of allocated funds in
CY 2023 and the number of
nurses certified across diverse specialty areas. Such criteria are
adopted in the context of program funding limitations and hospital development plans, and
"are anchored on the concept of results-based funding. Moreover, hospitals with no prior fund
sub-allotment but have expressed interest in the program are granted initial financial support
to help with initiating NCP implementation in their facilities.

II. Objective
This Order is issued to provide guidelines for the release, utilization and reporting of
funds relativeto the provision of funding support for the implementation of the DOH NCP
selected DOH Hospitals.

III. Scope

This Order shall apply to the DOH Hospitals selected to participate in the Learning and
Development Interventions provided by the various specialty centers under the DOH-NCP.

chargeable against the Human Resources for Health (HRH) and Institutional Capacity
Management (ICM) Fiscal Year 2024, General Appropriation Act.

V. Specific Guidelines

1. The Medical Center Chief concerned shall be responsible for the approval of
expenditures, utilization, and monitoring of sub-allotted funds to cover the payment for
the conduct of various activities under the DOH NCP.
2. The sub-allotted funds shall cover payment for the registration/training/course fees of
nurses, venue rental including meals and snacks, training materials for the entire
course (didactics and practicum), and honorarium for Resource Persons/Process
Facilitators for the conduct of relevant learning and development interventions.
3. The sending agency shall cover payment for accommodation, travel expenses,
incidental costs and per diems of the nurses as support to their attendance to relevant
learning and development interventions.
4. The sub-allotted funds for each hospital shall be as follows:

5. The DOH Hospitals shall identify nurses for training in the different DOH NCP
Designated Hospitals (Department Order No. 2013-0100) and facilitate the assessment
of the nurses in their institution for certification in the different specialty areas.
6. The DOH Hospitals shall be responsible for the prompt disbursement of funds.
7. The DOH Hospitals shall submit an accomplishment report at the end of the year to
DOH-HHRDB.
8. The Fund Utilization shall be recorded in the appropriate Registries of Allotments,
Obligations and Balances (PS/MOOE/CO) and shall be submitted through Statement
of Appropriations, Allotment, Obligations, Balances and Disbursement (SAAOBD)
the Financial and Management Service on or before the 10th day of the following

10. Expenditures shall follow the usual accounting and auditing rules and regulations.

VI. EFFECTIVITY

This Order shall take effect immediately.
