PREAMBLE
Section 1. The official name of the Association shall be the Cebu Association of
Political Science Organization. It shall also be referred to by its acronym, CAPSO.
Section 1. The CAPSO official logo is a circular orange insignia surrounded by eight (8)
human-like figures. Inside is a rope, a Corinthian column with a scale above it, and on
its back is a map of Cebu Island. Below the logo is a banner with the Latin maxim “COR
UNUM PRO IUSTITIA”.
a. The Eight Human-like Figures sitting in a circular form represent the
eight (8) founding member organizations of CAPSO.
b. The Rope in the inner circle represents the binding commitment of each
CAPSO member organization to uphold and preserve the CAPSO Charter.
c. The Corinthian Column symbolizes the Association as a strong
foundation of justice in Cebu.
d. The Scale represents Political Science as a noble program in academia,
dedicated to socio-political changes.
e. The banner with the Latin maxim “COR UNUM PRO IUSTICIA” means
that CAPSO, as an Association, has “One Heart for Justice.”
f. The color orange illuminating the entire logo, similar to the sunrise
horizon, symbolically portrays the humble beginning of the Association.

Article III. Declaration of Purposes and Principles
A. PURPOSES
Section 2. To socially and academically integrate all Political Science students in Cebu
as one socio-political community through the promotion of academic, socio-cultural, and
athletic fora, conferences, and events.
B. PRINCIPLES
Section 4. CAPSO shall adopt Academics, Sociocultural, and Political as pillars. These
shall become the principles of CAPSO:
a. Academic Pillar.— shall work towards the promotion of Academic relations
and alliance between CAPSO members;
b. Sociocultural Pillar.— shall work towards enhancing camaraderie and
capacity-building amongst CAPSO members through sociocultural affairs
and athletic relations that are inclusive, environmentally sustainable, and
socially responsible; and
c. Political Pillar.— shall work towards the achievement of Socio-political
goals and Justice in local and global affairs, peace, and security.
Section 6. CAPSO respects the sovereign integrity and autonomy of each member
organization; thus, this CAPSO Charter recognizes and is in harmony with each
organization’s constitutions.
Section 1. Right to Equal Protection and Due Process. No member shall be denied
the equal protection of the law and the due process of law, nor shall any member be
restrained or deprived of their rights to freedom of speech, expression, assembly, and
the press.

Section 2. Right to Information. Members shall have the right to demand
transparency from its officers or CAPSO at large and know the transactions and
proceedings of the Association.
a. Members shall have the right to be informed on matters concerning the
Association and have the freedom to access official records, documents,
and papers pertaining to official transactions, funds, decisions, and other
issuances.
Section 3. Right to Abstain. Members shall have the right to abstain from any or all
CAPSO actions, decisions, and resolutions, excluding financial obligations to the same
as provided for in Article XIII of this Charter.
Section 4. Right to Organize and Mobilize. Members shall have the right to freely
participate or organize mobilizations and political rallies without being held in contempt
or restricted by CAPSO or any of its officers, so long as the member or member
organization acts as and on its own behalf and not of the entire Association.
a. Members shall have the right to conceal their identity upon raising any
grievances.
b. No members shall be forced to join any activities of the Association as
provided for in this section.
Article V. Obligation
Section 1. Each member organization shall have equal rights and obligations under this
Charter.
Each member organization shall have equal representation in the Cebu Association of
Political Science Organizations (CAPSO).
Section 3. Each member organization shall take all the necessary measures to
effectively implement the provisions of this Charter and to comply with all the obligations
as a member organization.

Organization (USPF-PSO), and the Cebu Technological University Political Science
Society (CTU-PSS).
Section 2. The following are the eligibility requirements for membership, which shall be
compiled by the applicant organization and shall be submitted to the Committee on
Membership:
a. An existing Constitution and/or By-Laws and or in the absence of both, an
Organic Document creating the organization, constituting the Political
Science Society/Organization applying for membership;
b. Recognized as a co-curricular organization by the Faculty, Program, and
or Department of Political Science, under which they act as official
representation of their university’s political science body;
c. An official population count of all bona fide students enrolled in the
Department and Program;
d. An official list of all officers of the organization;
e. An official list of all permanent delegates, and volunteers of each member
organization to be sent to the General Assembly of this Association;
f. A signed Memorandum of Understanding, accepting all the requirements
to follow stipulated under this Charter; and
g. Official organization email, contact number, and address.
Decision to the same shall be submitted to the General Assembly, annexing the
copy of the compilation of the eligibility requirements submitted by the same, and shall
be voted upon by the Assembly. On a majority vote, an applicant organization may
become, as promulgated, a member organization of the Cebu Association of Political
Science Organizations (CAPSO).
Section 4. The Council of Leaders shall receive a copy of the compilation of the
eligibility requirements and shall be notified of the decision of the Assembly, annexing
the decision from the Committee on Membership, which the Council of Leaders may
veto by a majority vote as provided for in Section 8 of Article VIII, Council of Leaders.

Article VIII. Council of Leaders
Section 1. The Council of Leaders, hereinafter referred to as the Council, shall be the
highest decision-making body of CAPSO.
Section 4. The host of the CAPSO Days shall serve as the presiding officer of the
Council. The order of succession to the role of presiding officer in the absence of the
CAPSO host shall be determined according to the order of hosting.
Section 5. The Council shall have the power to promulgate the rules of its proceedings,
which shall be adopted at the start of the CAPSO year. Parliamentary rules and
procedures shall supplement the rules.
Section 6. The Council shall keep a record of all its transactions. It shall appoint a Clerk
who shall perform the secretarial functions of the body. An Office of the Clerk shall be
established and its staff shall be appointed by the body.
Section 7. The Council shall have sole jurisdiction over controversies in the
interpretation and construction of the Charter. It shall exercise the power of judicial
review on all resolutions, programs, projects, and undertakings of the Association.
Section 8. The Council shall by majority vote of all member organizations have the
power to veto resolutions passed by the General Assembly or to require it to perform an
action. This power shall be exercised during a meeting of the Council.
Section 9. The Council shall have the power to compel the chief executive of member
organizations to attend a meeting of the body or send an official representative
consistent with Section 2 of this Article, and the authority to discipline its members for
non-performance of their duties.
Section 10. The Council shall be called through an official communication of the
Committee on Information and Communications. The official communication shall
contain the meeting notice, the official venue, the order of business, and all documents
to be transacted in the meeting at least one (1) week prior to the meeting.

Section 11. The hosting of the meetings of the Council shall be rotational among
member organizations. The member organization that called for the meeting shall
communicate ahead of time to the host of the scheduled meeting with due consideration
of the circumstances of the host.
The member organization who called for the meeting may opt to host the meeting
in case of failure to communicate with the host.
Section 12. The Council shall not transact business without a quorum, which refers to
the majority plus one of all member organizations. Voting in the Council shall be
determined by a majority vote of all member organizations present.
Section 2. There shall be five (5) permanent delegates from each member
organization, elected or appointed by their organization’s decision-making body. Each
member organization shall, insofar as practicable, ensure representation of its political
parties, year levels, and sectors among the permanent delegates.
Section 3. The Assembly shall have the power to promulgate the rules of its
proceedings. It shall have the power to discipline and remove its members with just
cause and under due process of law.
Section 4. The permanent delegates shall elect from among themselves the
Secretary-General and the Deputy Secretary-General of the Assembly.
Section 5. The Secretary-General shall exercise the following powers and functions:
a. Oversee the day-to-day functions of the Association;
b. Serve as presiding officer of the Assembly;
c. Lead the crafting of the rules of the Assembly’s proceedings;
d. Establish a special office or committee for the performance of a specific
function for the Association;
e. Appoint staff for the effective and efficient performance of the Association;
f. Represent the Assembly in the meetings of the Council where they shall
exercise speaking privileges;
g. Submit a regular bimonthly report to the Council on the transactions of the
Assembly and its organs, and the undertakings of the Association;
h. Deliver a State of the Association address to the CAPSO Summit; and
i. Perform such other duties and functions as the Council or the Assembly
may prescribe.
Section 6. The Deputy Secretary-General shall exercise the following powers and
functions:
a. Succeed to the office of the Secretary-General in case of resignation or
removal of the Secretary-General;

b. Serve as presiding officer in the absence or temporary inability of the
Secretary-General;
c. Assist the Secretary-General in their powers and functions; and
d. Perform such other duties and functions as the Council or the Assembly
may prescribe.
Section 7. The Assembly shall approve all transactions, such as projects, programs,
and other undertakings, through resolutions passed by the body. Each resolution shall
only embrace one subject.
Section 8. The Assembly shall meet in a regular session at least once (1) a month. A
notice of session shall be disseminated at least four (4) days before the scheduled
session informing the Assembly of the time and date, platform or venue, and the order
of business.
Section 10. The Assembly shall keep a Journal of all its proceedings. The Office of the
Secretary-General shall be responsible for the maintenance of this Journal.
Section 11. The Assembly shall not transact business without a quorum, which refers to
the majority plus one of all members of the General Assembly. The Assembly shall be
determined by a majority vote of all member organizations present.
Article X. Organs
A. COMMISSION ON AUDIT
Section 2. The COA shall have the power, authority, and duty to examine, audit, and
settle all accounts pertaining to the revenue and receipts of, and expenditures or uses
of funds and property, owned or held in trust by, or pertaining to, the Association. It shall
keep the general accounts of the Association.
Section 3. The COA shall submit a Semestral Expenditures Report to the Council and
to the Assembly after every undertaking involving the finances of the body and a
summary report at every Summit.
Section 4. There shall be created different committees for the performance of specific
functions of the Association.

Section 5. Each committee shall be led by one (1) chairperson and two (2) deputy
chairpersons, who shall be elected from among the permanent delegates to the
Assembly.
1. Committee for Academic Affairs. This committee shall be responsible for the
promotion of Academic and Athletic relations and alliances between CAPSO.
This office shall likewise be allowed to engage in affairs beyond CAPSO, upon
the determination and decision of the Council of Leaders on engagements that
are in line with the Association’s rules and promulgations.
2. Committee for Sociocultural Affairs. This committee shall work towards the
achievement of Social Justice in the Environment, Children, and Women and
Gender.
a. The Committee for Sociocultural shall be mandated to work towards
enhancing camaraderie, cooperation, and alliance through sociocultural
affairs.
b. The committee shall also work towards inclusivity of women, children, and
the environment through its events and initiatives from its member
organizations' programs that seek collaboration.
This office may create other social media platforms should be deemed
necessary. Upon a formal notice to the Secretary-General of the General
Assembly.
a. The Committee for Information and Communications shall be the internal
and external activity coordinator of the Association.
b. The Committee for Information and Communications shall be responsible
for the proper acknowledgment of letters of appreciation, press releases,
invitations, posters, and other matters of communication. The
Secretary-General shall first note such readings of information and
communication.

c. The Information and Communications shall ensure the visibility of the
Association to the public on multiple platforms.
Section 1. The official CAPSO year which shall signal the start of events, activities, and
collections of the General Fund of CAPSO as an Association shall commence on the
last week of the month of the start of the member organizations' academic year, and
shall conclude on the last week of the month of the same.

Article XIII. Fees and Funds
Section 2. The CAPSO General Assembly shall have the power to determine the
amount, as seen fit in response to the prevailing economic status as approved by the
majority of the Council of Leaders, regarding the contribution of the member
organizations to the CAPSO General Fund to be collected two weeks after the start of
the CAPSO Year.
Section 3. The CAPSO General Fund from the member organizations’ contributions
shall be allocated for the annual CAPSO Days and other programs or projects that the
body may deem necessary.
The CAPSO through the CAPSO General Assembly with the approval of the
Council of Leaders, shall institute its own budgetary rules and procedures for each
CAPSO year to maximize available funds for its programs, projects, and activities.
Section 5. The General Assembly, in writing, annexing the report from the Head of the
CAPSO Committee on Finance, shall submit a general report to the Council of Leaders
on the list of non-compliant member organizations. The Council of Leaders shall have
the power to deal with the matter under a majority decision, excluding the summoned
chief executive.
Section 6. All assets collected by the Association during the course of the CAPSO year
that do not come from the CAPSO General Fund shall be placed in a Special Fund and
used only in support of the annual CAPSO Days and other programs or projects that the
body may deem necessary and for such purposes only. If the purpose of the Special
fund has been fulfilled or otherwise deemed finished, the balance, if any, shall be
transferred to the General Funds of the Association.
Section 7. As an institution, debts incurred and unpaid for by the outgoing CAPSO
General Assembly and Council of Leaders for its projects and activities shall be
assumed by the incoming General Assembly and Council of Leaders.
Section 8. The CAPSO shall create an official bank account for the Association in
which access and withdrawal or deposit of the CAPSO Bank Account shall have the
signature of the following officials:
a. The CAPSO Secretary-General;
b. The COA High Commissioner; and
c. The Finance Chairperson.
Section 9. The CAPSO Committee on Finance shall furnish the Association with a
monthly and annual report covering the financial condition and operation of the
Association, which shall be made available to CAPSO member organizations and their

individual members. It may also submit recommended measures necessary to improve
the financial effectiveness and efficiency of the Association.
Section 1. The prior CAPSO General Assembly shall register the Cebu Association of
Political Science Organizations (CAPSO) to the Securities and Exchange Commission
(SEC) as a non-profit association.
Section 2. Section 1 of this article is inalienable. This Charter prohibits the CAPSO
General Assembly and the Council of Leaders from converting the Association into a
sole corporation or incorporation.
Section 1. Member organizations shall have the right to withdraw their membership
from the Association.
The head of the concerned organization shall submit a signed letter of withdrawal
of membership addressed to the Secretary General of the Association. The Secretary
General, upon receipt of the letter of withdrawal, shall submit a notice of the same to the
Council of Leaders. The withdrawal shall take effect immediately upon the receipt of the
Council of Leaders.
Section 2. The Council of Leaders, through a two-thirds vote, may terminate the
membership of the organization from the Association on the following grounds:
a. Culpable violation of this Charter; and
b. Dissolvement of its government after three (3) CAPSO years.
Section 3. The removal of membership from the Association shall be deliberated and
decided by the Council of Leaders. The concerned organization shall not be deprived of
its due to present its arguments before the Council of Leaders during the deliberations.
Section 1. Any amendment to, or revision of, this Charter may be proposed by:
a. The Council of Leaders upon a majority vote.
b. Through a People’s initiative upon a petition that must have at least
twenty-five percent (25%) of the total population of each organization as
signatories. The CAPSO General Assembly shall act as the Board of
Canvassers, and this shall only be applicable for amendment.
Section 2. Upon the ratification of the proposal to revise the Charter, the Council of
Leaders may call for a Constitutional Convention on which each member organization
shall have three (3) delegates.

Section 5. The proposed amendments or revision of the Constitutional Assembly or of
the Constitutional Convention shall be submitted to and ratified by a majority of the
votes cast in a plebiscite among all the individual members of the Cebu Association of
Political Science Organizations, of which every member organization must be
represented by at least fifty percent (50%) of the registered votes therein.
Section 6. Both Amendments and Revisions of this Charter shall be valid and ratified
upon the final signature of each member of the Council of Leaders.
Section 1. This Charter shall take effect immediately after the declaration of the result
of the ratification by the Board of Canvassers.
Section 2. This Charter shall not be revised or amended for three (3) years after it takes
effect.
