For this, you will need ciflow/binaries_wheel to start the build on PR for testing. Here is the current run https://github.com/pytorch/pytorch/actions/runs/13000860457

I think we need a small tweak to go with it by switching this to VS2022 https://github.com/pytorch/pytorch/blob/main/.circleci/scripts/binary_windows_test.sh#L7. However, that can be done in the clean up PR to remove VS2019 I think.
