Minutes of the Regular session of the Sangguniang Kabataan Panlungsod held on March 24,

I. CALL TO ORDER
Hon. Cyril Joses B. Anggo called to order the first session of the Sangguniang Kabataan
Panlungsod at 1:00 pm in the afternoon on March 24, 2024 at LIGA Office Calamba, Misamis
Occidental.

III. Opening Statement
The SK Federation President Hon. Cyril Joses B. Anggo starts the session by telling his
members the reason why he called a session, with it he hopes that all matters that will be tackled in the
meeting will be well understood.
IV. ROLL CALL FOR ATTENDANCE
Hon. Ivylou Nina M. Nestal the SK Federation Treasurer conducted the roll call due to
the absence of the SK Secretary, and the above-stated persons were present and absent.
V. READING AND APPROVAL OF THE MINUTES LAST MEETING
The reading and approval of the minutes is read by the SK Treasurer and approved by
the concurred SK Federation President and SK Chairpersons.

VI. PRIVELEGE HOUR AND/ OR PEOPLE’S HOUR
The presiding officer acknowledged the presence of Mr. JP Clint Tumilap from LYDO, as well as
Mr. EJ Eralbe and Mr. Hilbert Awa, both representing the Eva’s Apple Association.
Mr. Hilbert Awa raised his concern regarding sport development in Calamba, emphasizing the
insufficient facilities to nurture the burgeoning talent among our youth. He urged the SK Chairpersons to
extend their support, suggesting that ideally, every barangay should have designated sports facilities
tailored to the needs of the youth. Given the abundance of skilled and competitive athletes in our
municipality, Mr. Awa believes that with the assistance of the SK, we can foster the development of
youth skills and establish a strong sporting reputation within our municipality.
Moreover, in regards to the Eva's Apple Association, as a partner organization of LYDC, they will
conduct a Skills and Development Program Training in the Month of April. They are also seeking the
support of every SK official to ensure the success of the program. Three distinct opportunities have been
outlined: basic hair and make-up instructed by Lemor Powers, event management led by EJ Eralbe, and
event hosting facilitated by Hilbert Awa. Participants can expect to gain hands-on experience,
mentorship, skill development, and opportunities for social engagement.
All Calambahanon are invited to participate, but it's emphasized that every barangay must have
at least two participants. For the Event Management course, the prospective participants are the SK
Treasurer and SK Secretary, as it involves planning for programs and financial expenses. However, due to
financial constraints during the training, they request that the SK Chairperson contribute a small amount
to cover expenses.
The orientation is scheduled for March 28, 2024, at the DBAN covered court at 1 p.m.
Lastly, in relation to the upcoming fiesta of our municipality, Mr. EJ Eralbe proposed an event
aligning with the Anti-Drug campaign. The program's objective is to engage young men to become
ambassadors in their barangays, actively participating in the fight against illegal drugs. Additionally, the
event aims to introduce the new batch of SK Federation members in our municipality, leaving a lasting
impression on their hearts as they reflect on the significance of the occasion.
The estimated expenses for each candidate, aged 17-24 years old, are 5000 php. While the
proposed event is commendable, financial constraints must be considered. In light of this, the SK
Federation President will be responsible for presenting the proposed event. However, Mr. JP Clint
Tumilap pointed out that funds for anti-drug activities have already been allocated. Consequently, the
SK Federation President will present the plan to the designated authority and seek financial support to
ensure the success of the event.

AGENDA HIGHLIGHTS/AGREEMENTS
1. SK Monthly Accomplishment Report The session commenced with the announcement
(Dec.-Feb.) of upcoming deadlines.The barangays who only
submitted the report are the following:
Southwestern Poblacion, Solinog, D’BAN and
Bunawan. It was noted that the submission
deadline for the monthly accomplishment report is
set for the last week of April. Additionally, an
update on the fidelity bond was provided, with
DBAN, SWP, Dapacan Alto, Dapacan Bajp,
Bunawan, and Bonifacio being the barangays who
have done their fidelity bond. The fidelity bond
deadline was determined to be in the third week
of April.
A motion was raised by Aldrin Conol and seconded
by Kyle Baaclo to approve the deadlines and
updates presented. The motion was unanimously
carried. The SK members expressed their
commitment to fulfilling the requirements within
the specified timeframes. With the deadlines
established and the necessary updates provided.
2. SK Pederasyon Formulation of Vision,
Mission and Goals and Formulaton of The Sangguniang Kabataan (SK) Federation
2025-2026 CBYD, ABYIP (April 2024) convened for a crucial meeting to formulate its
vision and mission goals, as well as to develop the
Comprehensive Barangay Youth Development Plan
(CBYDP) and Annual Barangay Youth Investment
Plan (ABYIP) for the years 2025-2026. The meeting
was held in Cagayan De Oro City from May 3 to
May 5, 2024. Attendees included the SK
Chairpersons, SK Treasurer, SK Secretary, and the
Budget Monitoring Officer.
The session commenced with an introduction to
the agenda, emphasizing the importance of setting
clear objectives and strategies for the future
development of the SK Federation. Hon. Serlyn
Clavasillas motioned for the combination of
activities, which was seconded by Ivylou Nina M.
Nestal. The motion was unanimously approved by
the SK Chairpersons present.
3. BARKADA, BIDA, and KK Assembly At the BARKADA, BIDA, and KK Assembly, Mr. JP
Clint Tumilap announced that the barangays who
have already conducted the mentioned activities
are DBAN and Southwestern Poblacion. He then
proceeded to schedule the said activities for the
remaining barangays as follows: Barangay
Magcamiguing on April 6, 2024; Barangay Dapacan
Bajo on April 13, 2024; Barangay Bonifacio on April
20, 2024; Barangay Calaran on April 27, 2024;
Bunawan on May 11, 2024; Libertad on May 12,
2024; Northern Poblacion on May 18, 2024; Siloy
on May 19, 2024; Mamalad on May 25, 2024; and
Mauswagon on May 26, 2024. For barangays not
yet mentioned, scheduling will be arranged
accordingly.
Furthermore, Mr. JP Clint Tumilap reminded
barangays that have not yet complied with their
BARKADA weekly reports to do so promptly.
4. CBYDP, ABYIP and Annual Budget The SK Federation president reminded the SK
Chairpersons about the submission deadline for
the draft of the Comprehensive Barangay Youth
Development Plan (CBYDP), Annual Barangay
Youth Investment Plan (ABYIP), and Annual
Budget. The passing date was set for April 5, 2024,
and it was unanimously agreed upon by the SK
Chairpersons. The motion was raised by Hon. John
Kenneth Patcho and seconded by Hon. JC-BLESS T.
GALLO, signifying the collective commitment of
the SK leadership to fulfill their responsibilities in a
timely manner.
