4. Automation
Control and Instrumentation
The process control functions and the logic control will be realized in a Distributed Control Sys-
tem (DCS) and/or in a Programmable Logic Control system (PLC). The procurement and/or the
extension of the DCS/PLC systems are not part of the VOITH PAPER supply.
The machine control system (DCS/ PLC) requires “failsafe functionality”. The control system
supplier has to provide this failsafe functionality.

The scope of C&I- Engineering is linked to the scope of Plant Engineering delivered by Voith.
For such process sections with a delivery scope limited to individual machines, the scope of C&I-

The engineering comprises the design work for the integration of machines and plant systems for
the specified production line.
The specifications are based on the submitted project drawing….
The services of engineering will be limited to the equipment under Voith Paper, India scope of
supply i.e. for Approach Flow screening and Fiber Recovery Section.
The scope of the engineering services for Voith Paper supply equipment shall be included as
specified below:
➢ Machine outline drawings and individual foundation plans for the individual machines and
units with details for:
- Foundation bases with mounting type for individual machines and units
- Requirement of the foundations (Reinforcement to be decided by customer's civil consultant
or sub-contractor)
- All loads including the dynamic allowances
The basic process engineering comprises drawings and data for the definition of the plant con-
cept defined in the project diagram.
In addition, it concerns the definition of consumption data and the design of the essential plant
components.
The services of basic process engineering will be limited to the equipment/system under Voith
Paper, India scope of supply only.
The Basic Process engineering shall include the following technical documents:

Objective
Voith personnel supports the Purchaser and Purchaser’s contractors in the execution of the in-
stallation, commissioning and start-up in the defined scope of this specification.
The sequences of the on-site services are listed below to give a brief overview:

General
Before start of pre-installation (applicable for rebuilds), Installation, I/O checks, function tests and
start-up the Purchaser and Voith inspect the site together.
The respective reports shall be signed by representatives of both parties.

The calculation of services in this proposal is based on a typical project execution time frame,
based on Voith experience.

Installation
Time frame when the machinery is installed.

I/O Check
During the I/O check the field equipment signals are tested from MCS/DCS/QCS System to the
field. Preconditions:

o All field cabinets fully cabled and ready for power-up
o 80% of field equipment installed and fully cabled and piped (compressed air for e.g.
valves)

Commissioning
Function Tests
During the function tests all field equipment is tested. Motors at PM and in process area
are started up, movements are adjusted, interlocks and sequences are checked and ma-
chine drives are started. Finally machine clothing will be installed and drive interlocks and
overall functions will be tested, e.g. e-stop and overall knock-off functions.
At the end of the function test phase the machine is ready for start-up.
Preconditions:
o All media available
o All parts installed and aligned
o Grounding system completed
o Control rooms and facilities completed
Start-up
Time frame when all sections were started the first time under production conditions, e.g.
from “stock on wire”.
Preconditions:
o Applicable authority inspections completed by purchaser
Stabilization
This is the period when the machinery is brought into stable mechanical and technological oper-
ating condition to produce paper.
Scope of responsibilities
The following roles may be needed on-site, depending on the scope of the project. Some roles
might be performed by one person according to the circumstances. All personnel send to site
are prepared on project specifics. This off site work is included.
Site Manager
The Site Manager coordinates Voith personnel.
Responsibilities:
o Coordination of supervision activities according to Purchaser´s schedule

HSE – Health, Safety and Environment
Occupational Health, Safety and Environmental Protection (HSE) and all other safety topics are
important for Voith.
On purchasers premises Voith personnel will be exposed to dangers which are unknown. There-
fore the purchaser must provide the required occupational safety and protection activities in all
working and access areas on its premises. This responsibility does remain with the Purchaser in
case it has subcontracted works and/or parts thereof to a third party.
Purchaser obligations:
o Instruction of Voith personnel about the specific dangers in the work environment
o Ensure the safety of Voith personnel while on-site
o Compliance with the relevant statutory and administrative regulations for occupational
health and safety as well as the minimum standards outlined in the attached appendix.
If the worksite deems to be unsafe Voith reserves the right to suspend all work activities up until
the deficiencies have been corrected. All cost occurring have to be borne by the purchaser.
Training
Objective
The aim of Voith training is to support the Purchaser to qualify his personnel to operate and to
maintain the equipment of the Voith delivery.The Purchaser´s personnel will be informed about
potential risks and dangers of typical operation and service circumstances.
The training consists of theoretical classroom training as well as practical training on-site. During
the practical training Purchaser´s personnel will join commissioning and start-up activities under
the supervision of Voith specialists.

bilities will continue without interruption.
